This position serves as the Senior Data Integration Officer, Bureau for Planning, Learning and Resource Management (PLR) at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.
Duties
The position serves as the Agency's senior technical expert on integrated data analysis to inform USAID development and humanitarian policy formulation and country-level strategies and programs, leveraging mixed sources of development data and evidence available within USAID. USAID data and analytical functions and responsibilities are spread across numerous parts of the Agency.
A Senior Data Integration Officer will work within the parameters of the Foundations for Evidence-Based Policymaking Act to ensure the Agency uses its data for relevant policy prioritization and decision-making, serving as a direct collaborator and senior champion for various data stakeholders throughout the Agency, especially on development and humanitarian policy matters.
The position would collaborate closely with relevant Agency stakeholders to conduct advanced analysis leveraging diverse sources of internal and external evidence to inform USAID policy formulation, resource allocation processes, the Agency Learning Agenda, and country-level strategies and programs.
The position would collaborate closely with relevant Agency stakeholders, including the Chief Data Officer, to conduct complex analyses using advanced statistical and quantitative modeling methods for PLR and Agency leadership to inform written reports, presentations and other materials used for programmatic and policy planning. Direct experience of successfully modeling and integrating large and complex datasets is critical and the candidate should have a strong command of techniques to produce complex statistical analyses.

TQ1 - Demonstrated executive/senior leadership experience analyzing, framing and presenting complex interagency and international issues to advance U.S. foreign assistance objectives using varied sources of development data and evidence. Experience should demonstrate success presenting complex issues to a range of executive audiences, forging substantive collaboration by diverse coalitions of senior stakeholders, and convening meaningful action based on the results of analysis.
TQ2 - Advanced quantitative analytical and statistical experience in an applied international context. Experience should demonstrate success independently leveraging advanced empirical methods and approaches, including the use of artificial intelligence, that layer varied data sources (e.g., Programmatic data and evidence on development outcomes, operational data on resources, third-party development indicators, geospatial data, etc.) to coherently inform organization- level policy or strategy, interagency efforts, or engagement of key stakeholders such as Congress, the press, and other domestic and/or international stakeholders.
Education
Basic Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
