This position is located under the Environmental Management Department, Fargo, ND VA Health Care System. Incumbent serves as the Green Environmental Systems Manager for a VISN 23 Health Care System. Environmental Protection Specialists, also known as GEMS Program Managers, play an essential role in the GEMS Program and apply specialized knowledge of planning and administering environmental compliance and environmental sustainability, using the Environmental Management Systems format.

Duties

Duties for the position include but are not limited to: Planning and implementing of program policy and procedures ensuring compliance with environmental laws and regulations. Tracking of regulatory deadlines, shipping schedules, and hazardous waste locations and volumes. Managing environmental permits, ensuring that permits are written, followed, and modified as needed and completes all required actions to avoid violating permit requirements. Leading facility self-assessments, conducting significant surveys and inspections to determine compliance with applicable state, local, and federal environmental regulations. Working to correct issues at the time of inspection or developing correction action plans to close out any findings. Advising organizations and services on procedural methods and process improvements, leading sustainability evaluations that cover a wide variety of environmental aspects and impacts and overseeing other environmental investigations and remedial actions. Maintaining current files of local, state, and federal pollution control regulations and ensuring that documentation is maintained to demonstrate compliance with regulations. develop and implement quality control and quality assurance practices for existing processes as well as for any new processes introduced or modified. Evaluates the need for additional or improved facilities and personnel development pursuant to applicable local, state, and federal requirements. Reviewing construction projects plans and specifications for pollution control features to ensure compliance with established standards. Advising management of any permit requirements needed to comply with federal, state, or local administrative requirements. Solving problems and improving the methods and processes carried out at medical facilities requiring the development, adaptation, and modification of precedents, methods, and procedures. Leading a multi-disciplinary, cross-functional committee of scientists, engineers, medical, and administrative professionals from different health care system services and organizations. Ensuring that meeting materials, agenda, and meeting minutes are prepared for the committee. Identifying process improvement projects to reduce environmental impacts and will take remedial actions to address any non-compliance issues or findings. Serving as the content expert and provides technical oversight on environmental projects and administrative contracts. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: GS-11 (Developmental) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: I have one year (52 weeks) of full-time specialized experience that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable specialized experience, it must have been equivalent to the GS-09 grade level (or equivalent) and includes but is not limited to: Planning and implementing of program policy and procedures ensuring compliance with environmental laws and regulations. Managing environmental permits, ensuring that permits are written followed, and modified as needed and completing all required actions. Advising organizations and services on procedural methods and process improvements. Maintaining current files of local, state, and federal pollution control regulations and ensures that documentation is maintained. Implementing quality control and quality assurance practices. Displaying initiative and originality in the solution of varied, complex, and often vague problems. Managing VA HCS environmental programs. Reviewing training materials and providing advice and consultation services to other organizations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, LL.M., if related, or 3 full years of progressively higher-level graduate education leading to such a degree in a subject area directly related to the position to be filled. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year. GS-12 (Full Performance) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Planning and implementing of program policy and procedures ensuring compliance with environmental laws and regulations. Managing environmental permits, ensuring that permits are written followed, and modified as needed and completing all required actions. Leading facility self-assessments, conduct surveys and inspections to determine compliance with applicable state, local, and federal environmental regulations.
