The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
Duties
Serve as the lead subject matter expert responsible for addressing global nuclear and delivery system issues within NCBC's Office of Mission Integration to enable the IC to counter WMD and biosecurity threats.
Lead NCBC's policy support on global nuclear and delivery systems issues.
Lead nuclear and delivery systems group efforts to develop IC-wide, integrated campaigns to improve IC posture against global nuclear and delivery systems collection and analytic issues.
Lead group efforts to work collaboratively with ODNI, IC, and interagency stakeholders to develop coordinated campaign plans to identify key intelligence gaps, implement initiatives to address shortfalls in the IC's ability to address gaps, and evaluate IC progress to close gaps.
Lead, guide and oversee professional staff performing work in various security specialties, and in resolving major conflicts in policy and program objectives.
Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives.
Guide and mentor team members to promote use of best practices and to ensure common approaches across nuclear- and delivery systems-related lines of effort.
Lead and oversee the planning, development, and evaluation of the related strategic planning documents in support of U.S. Government agencies' national security and foreign policy interests and programs.
Support IC and DOD efforts under hard target strategies against actors of interest wherever nuclear and delivery systems equities are involved.
Lead, plan, and oversee NCBC execution of nuclear- and delivery system-associated Consolidated Intelligence Guidance (CIG) Programmatic Actions in order to improve community posture against future challenges.
Lead nuclear and delivery system group efforts with interagency outreach with IC nuclear and delivery systems elements in order to guide and inform NCBC advocacy for resources as required.
Serve as the senior NCBC, ODNI, or IC representative at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to global nuclear and delivery systems subjects.
Conduct assessments to capture IC progress towards mission and enterprise objectives and assess how well the IC is postured for future environments.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.

Mandatory Requirements
Expert knowledge of the IC's structure, roles and responsibilities, and intelligence capabilities as it relates to counterproliferation and biosecurity issues.
Expert technical knowledge, education, and expertise in nuclear and radiological threats and weapons, nuclear delivery systems, USG counterproliferation or counter WMD tools, or related areas.
Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts.
Expert leadership skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals.
Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.
Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes.
Expert ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, propose innovative solutions, and implement change.
Extensive negotiation and leadership skills, the ability to exert influence and build consensus, and experience in reconciling competing interests.
Qualifications:
Combination of education and experience: At least fifteen years of experience in the USG leading strategic planning, managing, and directing the successful efforts of a government organization; and at least ten years of demonstrated expertise in aspects related to nuclear weapons, nuclear fuel cycle, or WMD delivery systems (e.g. ballistic missiles); and at least five years of experience in the Intelligence Community.

Note: A full year of work is considered to be 35-40 hours of work per week.
