As a Program Manager (Transmission Lines Substation Maintenance), you will be responsible for for exercising specific delegated program authority to accomplish assigned missions within the framework of basic legislative, Departmental and WAPA policies when carrying out program responsibilities. Works under the general supervision of the regional Director, Transmission and Construction.
The selectee will be required to be physically present at the Phoenix, AZ duty location.
Duties
Incumbent serves as Program Manager (Transmission Lines Substation Maintenance) for the Desert Southwest Region (DSW) of Western Area Power Administration (WAPA). The manager is responsible for planning and coordinating the operations and maintenance activities required for replacement and rehabilitation of the power transmission lines and substation facilities including the administration of the maintenance portions of associated power contracts. The incumbent is viewed as an expert in the maintenance and operation of high voltage transmission lines and substations. The position's activities are sensitive to meeting customer expectations for reliable, high-quality services provided to organized customer groups and or individual customers due to the potential economic impacts associated with operation and maintenance of the transmission lines.
Qualifications
Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as:
Experience with the design, construction, operation, or maintenance requirements of an electric power transmission system sufficient to lead the implementation of maintenance, replacement, and rehabilitation programs.
Preferable experience with protection, automation, or communication equipment of the electric utility industry.
Knowledge of reliability standards from FERC or NERC's reliability entities such as WECC.
Experience leading a multi-faceted team with varying goals, customers, and stakeholders.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
