Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the GG-13 grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
1. Knowledge and understanding of the applicable federal IT laws, regulations, policies, and policies and procedures, guidance regarding IT/IM. This includes the Federal Information Security Management Act of 2002, the E-Government Act of 2002, Federal Information Technology Acquisition Reform Act (FITARA), and Clinger Cohen Act. This includes relevant work experience that demonstrates ability to understand and work across organizational boundaries and successfully coordinate completion of major IT/IM projects.
2. Knowledge of and experience with federal IT/IM budget formulation, budget execution, funds accounting and operating plan processes. This includes experience, education and training related to IT/IM budget formulation, budget execution, funds accounting and operating plan processes.
3. Ability to effectively communicate information, ideas, and advice in a clear, concise, and logical manner, with colleagues, NRC management, and with representatives of professional groups or other Federal or State agencies. This includes specific experience, training, and accomplishments which demonstrate communication skills and ability to use formal and informal networks to build support for IT/IM programs; lead complex discussions and consolidate complex and diverse opinions into concise, balanced, and well-founded recommendations to support IT/IM requirements; and establish effective work relationships with management, peers, government and industry officials with diverse backgrounds to foster solutions to problems and issues.
4. Analytical ability sufficient to plan, organize and perform a variety of IT/IM program and administrative management functions and activities involving competing priorities and deadlines. This includes types, scope and complexity of activities and programs you have supported. Provide specific examples of the types of analyses, evaluations, and studies you have performed, including the purpose, complexity and results of your analyses.
5. Demonstrated ability to interact and work effectively with management and staff at all levels within NRC, representatives of other federal and state agencies, licensees, stakeholders and members of the public, and to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives. This includes internal and/or external instances that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus, and techniques you use to develop effective working relationships.
SPECIALIZED EXPERIENCE is defined as experience which includes providing advice and guidance on a broad range of IT/IM program and policy planning and IT/IM strategic planning and programmatic assessment. In addition, has experience managing and performing IT/IM program management, IT special projects, and related activities by analyzing and evaluating technical and non-technical matters.
Education
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
