Employee will serve as an Accounting Technician located within the Great Lakes Finance Service at the Clement J. Zablocki Veterans Healthcare System in Milwaukee, WI.

Duties

***THIS IS NOT A REMOTE/VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Examines vouchers, invoices, claims, and other requests or payment for goods and services provided. Assures accuracy, adequacy of documentation or citations, and compliance with regulations, with contract provisions, price agreements, and other directive material. Performs accounts receivable and follow-up to recover debts and collection due the agency. Corresponds with clients, vendors, and legal representatives by telephone or written requests regarding indebtedness, proper application of collection, and repayment plans. Posts payments to receivables. Prepares refund vouchers and payments for debts overpaid. Examines, verifies, and maintains financial accounts and accounting data. Determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made. Analyzes and determines cost center and budget on undelivered orders. Obligates and liquidates purchase orders. Processes certified invoice payments. Reconciles general ledger accounts. Applies understanding of account relationships within the accounting system to other accounts, identifies double-entries. Performs other duties as necessary. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5) in the Federal service. Specialized experience includes examining vouchers, invoices, claims, and other requests or payment for goods and services provided, assuring accuracy, adequacy of documentation, and compliance with regulations, with contract provisions, price agreements, and other directive material; and performing accounts receivable, accounts payable, and debt collection functions. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Accounting OperationsInterpersonal EffectivenessPrinciples of Accounting IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The position is mainly sedentary; however, may require walking, standing, bending, or carrying light items.
