This position is in the Department of Transportation (DOT), Office of the Secretary of Transportation (OST), Departmental Office of Human Resources Management (DOHRM), Human Capital Planning and Solutions Division (M11). The Division provides Human Capital solutions to address the agency’s critical HR needs. It is responsible for strategic workforce planning, learning and leadership development, competency management, corporate recruitment and diversity and inclusion functions.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience developing and implementing plans and initiatives to achieve mission and policy objectives.
Experience developing and promoting a continuing business case for programs such as diversity, equity, inclusion, accessibility, human capital, or training and development.
Experience presenting policies, procedures, and regulations; developing materials for reports, briefings and meetings; and communicating program strategies, goals, objectives and priorities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Organizational Awareness – Knows the organization’s mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Project Management – Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
