Duties

Performs budget formulation and justification for major segment of a DFAS Center budget or total center budget for the Defense Working Capital Fund (DWCF) Develops local Center budget policies based on interpretation of directives received from higher headquarters, budgetary precedents, and regulations. Provides instructions, planning factors, cost analysis, and budget policy guidance to Center managers for developing various organizational and program budgets. Researches, summarizes, and compiles data involving obligations, expenses, and object class/line item information. Receives approved fund targets for assigned account(s). Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Prepares a variety of reports covering the status of funds, expenses, and obligations. Provides a full range of services including financial information, trend analysis, budget guidance, and advice to Center managers and their staffs. Duties will be developmental in nature when the position is filled below the full performance level.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-07 level is defined as: preparing documents needed to process budget estimates, conduct analyses to develop required date and information for reporting purposes. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-09 level is defined as: 1) preparing or reviewing budget estimates or financial plans for programs; 2) monitoring financial status of funds; 3) conducting analyses to identify funding trends and anticipate funding needs; AND 4) using automated budgetary system(s) or computer-generated products to accomplish budgeting assignments. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 level is defined as: applying knowledge of budgetary methods, practices, procedures and regulations to provide assistance and support for budget formulation, justification or execution tasks. Examples of specialized experience include: Assist in formulating budgets by preparing analyses of budget estimates; support budget execution by monitoring the obligations incurred and actual expenditures; conducting analyses or reviews to compile data for budget justification; or using automated budgetary system(s) and computer-generated products to accomplish budget assignments. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
