THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for an Equipment Specialist, Position Description Number D1257000 and is part of the Surface Maintenance Manager of the Vermont Army National Guard.
Duties
The purpose of this position is to provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management.
(1) Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides instruction and assistance regarding equipment maintenance procedures, techniques, and methods as a part of the Maintenance Assistance and Instruction Team (MAIT).
(2) Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Receives reviews, and processes unit Army Material Status System (AMSS) reports and Missile Material Readiness reports and submits a consolidated report to the Logistics Support Activity (LOGSA).
(3) Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Develops, writes, updates, and teaches units of instruction for new equipment training. Evaluates training progress in areas such as basic mechanic principles; theories of equipment repair and modification; compliance with established procedures and directives; requirements for equipment maintenance records and reports; and proper utilization of equipment, personnel, funds, and facilities.
(4) Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Recommends policy, procedure, or operation changes, as required, to facilitate and ensure efficiency in maintenance operations and manpower utilization.
(5) Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Reviews and evaluates information in technical reports, logistical studies, supply data systems, and observations/inspections of maintenance organizations. Researches material pertaining to maintenance and maintenance management. Utilizes computer software programs to identify errors, equipment, non-mission capable time, and to determine a course of action to improve readiness. Recommends the revision of higher headquarters' policies, procedures, practices, and regulations. Provides methods for improving, consolidating, simplifying, and standardizing operations and management of maintenance activities. Performs assistance visits to logistic and maintenance functional areas to provide guidance and assistance to ensure effective and smooth maintenance operations.
6) Performs hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance.
7) Performs other duties as assigned

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Military Grade/Rank: PV1/E-1 through MSG/E-8
GENERAL EXPERIENCE:
Work involves supervising, leading, or performing administrative work that involves collecting, analyzing, interpreting, and developing specialized information about equipment. Work also involves providing advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Work may also involve developing or revising equipment maintenance programs. The work requires applying an intensive and practical knowledge of the characteristics, properties, and uses of equipment.
SPECIALIZED EXPERIENCE:
1-year equivalent to at least next lower grade level experience, education, or training which provided knowledge and skill in applying commonly used equipment, facility, or service principles and concepts. Experience in the use of tools and test equipment. Experience which provided knowledge of maintenance programs and techniques. Knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment. Experience developing, installing, inspecting, or revising equipment maintenance programs and techniques.
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
-- Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment sufficient to provide advice, assistance, and guidance to unit personnel.
-- Knowledge of the full range of ARNG equipment standards, policies, regulations, and methods sufficient to review the effectiveness and efficiency of equipment maintenance and training; and the need for improving existing practices that impact the overall equipment and maintenance program.
-- Ability to instruct and provide classroom training involving equipment repair and modification; requirements for equipment maintenance records and reports; proper utilization and maintenance of equipment and facilities, etc.
-- Knowledge of and ability to oversee equipment programs, maintenance management systems, material readiness programs, cost reductions programs, and maintenance shop practices in maintenance facilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
