This position is located within the Optometry Department, Clinical Services Branch, Dzilth-Na-O-Dith-Hle Health Center, Bloomfield, NM. The primary purpose of this position is to provide overall management to the Optometry Program, Administrative eye services, and direct and comprehensive primary, preventive and therapeutic medical and optometric care. Incumbent reports directly to Supervisory Physician.
Duties
Plans, schedules, and coordinates the functions for the clinic budget, development of program goals and objectives, development and implementation of policies and procedures for the effective management and operation of the eye clinic.
Plans, implements and directs the clinical eye care program. May require the application of advanced instrumentation, procedures. and techniques in the detection and correction of ocular problems.
Perform in the clinic to the full scope of licensure. Provides direct patient care, including diagnosis of visual and ocular problems through external and internal physical examinations for the eye and adnexa.
Treats unusual and/or complex visual and ocular disorders through the application of advanced optometric techniques. Provides emergency eye care, including diagnosis and treatment of ophthalmic trauma, foreign body removal, minor surgical procedures, etc.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.
Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Basic Requirements for GS-12 (or equivalent) Grade Level:
In addition to the requirements for the GS-11 (or equivalent) level, applicants must meet one of the following requirements:
One year completion of a residency program in an institution accredited for such training; or
One year of professional experience as an optometrist that is equivalent to at least the GS-11 grade level.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Examples include: Manage and organize the optometry program of an optometry clinic. Preparing work performance plans, schedules, and evaluating work performance of subordinate staff, implementing and maintaining accreditation requirements, providing leadership and direction to the optometry program ensuring proper health care management, skilled in utilizing evidence based practice, safe and quality patient care, recruitment of staff, providing technical guidance to clinical staff on optometry practices and standards, and skilled in managing a budget for the program.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
