This position is located in the Department of Defense, Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Federal Facilities Division (FFD) and Pentagon Building Management Office (PBMO)--Operations & Maintenance Branch. PBMO serves as the main support branch for professional and technical engineering support, project management and planning, project review, project execution, facilitation, coordination and building management.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Please read this Public Notice in its entirety prior to submitting your application for consideration. Your typical work assignments may include the following: Serves as an Electrical Engineer for the Pentagon Building Management Office, and is a highly knowledgeable specialist and authority responsible for performing a wide variety of project assignments independently, most of which have marked difficulty and complexity. Performs complex assignments in determining full range of electrical engineering requirements, which require specialized knowledge of the principles, practices, methods, techniques and experiences of electrical engineering as well as of regulatory procedure practices of the Department of Defense. Performs surveys and investigations to secure data necessary for the preparation of plans, contract drawings and specifications for electrical installations or equipment replacements in Government-owned or controlled buildings.

Qualifications

BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. In addition to meeting the Basic Requirement above, to qualify for the position you must also meet the specialized experience requirements listed below: You may qualify at the GS-7 level if you fulfill the following qualification requirement: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes test engineering, instrumentation, data conversion, analysis, and evaluation of results; OR EDUCATION: One year of graduate level education OR Superior Academic Achievement (SAA); OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. The total percentage must equal at least 100 percent to qualify. You may qualify at the GS-9 level if you fulfill the following qualification requirement: Applicant must have at least one (1) year of specialized experience at the next lower grade level GS-07, or equivalent in other pay systems. Examples of specialized experience include applying judgement in the independent application of the methods and techniques or precedents previously learned. Solve problems involving several variables that must be discerned and provide and provided for in the process of completing assignments; OR EDUCATION: Two years of progressively higher level graduate education leading to a Master's degree OR Master's or equivalent graduate degree; OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. The total percentage must equal at least 100 percent to qualify. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service (experience may have been gained in the private sector) with the application of engineering and/or architectural theories, principles, concepts, standards and methods of electrical engineering to perform full range assignments involving electric techniques, electrical systems, electrical design, and/or power, or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D., or equivalent doctoral degree. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) applying technical engineering and/or architectural theories, principles, concepts, standards and methods of electrical engineering to perform the full range of assignments involving electric techniques, electrical systems, electrical design, power, operations and/or life safety practices; and 2) participating in the development of agency guide specifications and design criteria. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) performing the full range of assignments involving electric techniques, electrical systems, electrical design, power, operations and/or life safety practices; and 2) applying technical electrical engineering expertise in the design, construction and coordination of building design and construction projects; and 3) providing inspection services in a variety of buildings, control centers, high technology computer centers, and/or other sensitive facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
