About the Position: Serves as a Financial Resource Specialist in the Program, Budget, Analysis and Integration Division (PBAID) in the Office of the Deputy Chief of Staff for Resource Management (DCSRM), Combined Arms Command (CAC), conducting a wide variety of complex studies and evaluations of critical resource problems affecting the Training and Doctrine Command (TRADOC), U.S. Army, and Joint/Department of Defense (DoD) programs.

Duties

As a Financial Resource Specialist, you will perform the following duties which is not an all-inclusive list: Advises the CAC DCSRM and principal staff, on resource planning and programming policies and procedures to optimize the use of resources. Assists in the development of TRADOC's resource and prioritization strategy for the Program Objective Memorandum (POM) and the budget year execution. Advises on matters concerning effective and economical distribution of resources, with emphasis on continuity of overall resource program. Provides assistance in the development and analysis of resource allocation and distribution for POM and budget year submissions. Analyzes and validates activities unfinanced requirements (UFR) formulating and prioritizing the commander's operational impacts of these requirements they are not validated or funded. Reviews the execution of school and center resources against performance standards and metrics and ensures the adequacy of funding levels and recommend changes to HQ TRADOC. Formulates and recommends policy pertaining to planning and programming analysis including methods and procedures for evaluating and projecting out-year resource posture.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance.
  • Must obtain the Financial Management Level 2 certification within in two (2) years of entrance-on-duty (EOD).

You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Management Financial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
