This position is located in Altoona VA Medical Center's (MC) Facility Service. The incumbent is responsible for the 24 hours a day operations, maintenance, and repair of the boiler plant, MC grounds maintenance, and fleet operations. They are also responsible for the general administrative management, reporting, and technical supervision of Boiler Plant Operators, Motor Vehicle Operators (MVOs), Automotive Workers, Labor/MVOs, and Transportation Assistant.
Duties
Major duties include, but are not limited to:
Provides technical and administrative supervision and work coordination of the Boiler Plant and Garage sections of Facilities Services.
Responsible for the around the clock boiler plant operations for the medical center (MC); ensure all steam pressure and boiler generated heat is delivered to all buildings on the MC campus.
Responsible for all grounds maintenance at the facility; includes all landscaping, mowing, flower beds, snow removal, etc., and operation of any heavy equipment necessary to task completion.
Response for fleet operations; includes the purchase, maintenance, and disposition of all vehicles.
Oversees scheduling of all fleet maintenance and repairs, developing usage reports, accident reporting, obtaining damage repair estimates, working with agencies and insurance companies as required.
Ensure all necessary scheduled and unscheduled preventative maintenance and repairs are performed in the boiler plant and its ancillary equipment, on medical center grounds and its associated engineering and construction equipment, as well as, medical center fleet.
Responsible for developing and maintain a comprehensive preventive maintenance and repair program and associated record keeping utilizing the Automated Engineering Management System (AMES) program, as well as, maintaining accurate equipment histories, inventories, evaluating and assigning work orders, assisting subordinates in setting work priorities.
Explains and gains support of subordinates to meet the goals and objectives of government wide programs and policies, i.e., labor-management relations, equal opportunity, and deal effectively with employees and union representative on employee suggestions, complaints, grievances, and other matters.
Oversees contracts and contractors to ensure the work is performed to specification and in accordance with the Federal and VA Acquisition Regulations. Evaluates proposals to ensure the bidders are competent to perform to the contract and that the bids are within reasonable guidelines.

Physical Requirements/Working Conditions: Work is performed both inside and outside, exposure to sun, rain, snow, and cold weather will occur. Physical endurance is required to withstand the demands of walking, climbing, crawling, stooping, etc., and whenever evaluating, or inspecting work tasks, all involved must have good hearing and eyesight, color, and depth perception. Indoor and outdoor work is involved, with most of the work being done indoors. Employee is exposed to varying weather conditions, as well as, hazards of tripping, falling, shock, burns, dust, fluids, chemicals, steam, etc.
