PUERTO RICO NATIONAL GUARD ARMY TECHNICIAN VACANCY ANNOUNCEMENT Duty Location: Army Aviation Support Facility (AASF), Puerta de Tierra, PR

Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Possess or be able to acquire appropriated security clearance.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Must possess a valid PR state driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active-duty Soldier, prior service, member from another state, reservist, IRR, State Guard, etc.), you must contact the ARNG Recruiting and Retention Superintendent (RRS) Office at (787) 289-1400 extension 2015 or 2008 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Enlisted members employees of the Puerto Rico Army National Guard. Area 4 = Prior (former) Enlisted members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become Enlisted member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.) First round consideration will be given to Area 1 Candidates. To prevent a grade inversion, military rank preferred for this position will be SSG and above. DUTIES: As a MATERIALS EXAMINER AND IDENTIFIER (D0917000), WG-6912-7, you will control, oversee, coordinate, and implement the specific functions of Aviation Material Repairable Exchange and Hazardous Material identification, handling and disposal. Serves as the technical advisor /and point of contact for matters related to hazardous materials. PHYSICAL DEMANDS: Incumbent is often required to stand on hard surfaces for extended periods of time, to bend, stoop, and work in tiring and sometimes uncomfortable positions. May lift and carry items that weigh up to 40 pounds. Heavier items are moved with weight handling equipment or with assistance from other workers. WORKING ENVIRONMENT: Works inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Incumbent is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock. May be exposed to dust, dirt, grease, solvents, and high noise levels. Incumbent may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. May work in inclement weather in open areas such as docks or outside storage. Work may require wearing protective clothing and equipment such as hard hats, safety shoes, rubber gloves, goggles, face shields, facemasks, and rubber aprons, etc. QUALIFICATIONS: You will lose consideration for the position if your application does not include all the information/documents requested on the vacancy announcement. GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower level GS-05 or TWELVE (12) months of specialized experience performing or supervising duties such as identifying and handling hazardous materials in storage areas; determining storage requirements, arrangement of materials, and space utilization; receiving, inspecting for defects, storing, selecting and shipping general or specialized equipment and supplies; preparing all items for shipment using appropriate agency instructions, policies and regulations; working knowledge of inventory and production reports to screen and identify shipping and receiving documents for discrepancies, and direct shipments to shipping or storage areas; examining and determining the condition, handling and packaging of complex items; and working knowledge of computer commands and controls to make data entries, update data and retrieve reports.
