Duties
Major Duties and Responsibilities:
Coordinates, plans, budgets, and maintains consistency of the VTN program.
Ensures the VTN program has the necessary vehicles and equipment needed to meet veteran and delivery demands.
Distributes and balances workload for volunteer drivers according to assigned schedule.
Monitors driver progress through established routes and tracks relevant data such as miles traveled, fuel consumption, and passenger totals.
Tracks status of VTN-related work and makes day-to-day adjustments in accordance with established priorities.
Coordinates with the Voluntary Service Officer on problems such as last-minute transportation arrangements, staffing issues, and call ins.
Tracks driver hours, milage, medical driving suspensions.
Creates written guidance as necessary and communicates with drivers throughout the health care system on any changes within the VTN program.
Tracks all vehicle histories including trip logs, credit card receipts, accident reports, pictures, and repair slips.
In the event of vehicle maintenance, the VTN Coordinator tracks the timeframe and cost of the repair.
Researches regulations and rules regarding national initiatives and makes appropriate changes to the VTN program.
Communicates agency, local polices, and priorities to drivers using vehicles and equipment in the VTN program.
Monitors working conditions such as seating, ventilation, lighting, and safety in all VTN vehicles.
Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint to coordinate, schedule and provide transportation to Veterans.
Administers process to measure the success of efforts to provide seamless care and to support the education of staff in the proper use of the electronic records.
Arranges transportation and coordination of deliveries related to the VTN program for the CDCE when vehicles are not needed for veteran transportation.
Aggregates in-coming data such as mileage, hours, receipts, maintenance, training, insurance and licensure information, physicals, etc., from a variety of sources and coordinators throughout the health care system.
Enters pertinent information into spreadsheet automated tracking system.
Maintains automated system of program-specific data in the CDCEP/HUB to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc. Interacts with various other transportation services such as, Veteran Transportation Service (VTS), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers in the communities the Marion VA Health Care System serves.
Prepares and monitors the VTN's budget from the CDCE budget; notifies supervisor on unexpected expenses, such as higher fuel and repair costs. Ensures all drivers understand how to utilize the government purchase cards, acts as the point of contact for any incidents.
Makes written instructions, reference material, and supplies available for VTN fleet vehicles and drivers regarding vehicle maintenance and customer service.
Conducts educational sessions periodically and provides additional information and marketing materials to a variety of community partners regarding the VA's Transportation Options for Veterans available through CDCE and other VA programming.
Markets the VTN program to recruit new and needed drivers at various outreaches and CBOC locations for Veteran patients.
Onboards all volunteer drivers and ensures their physicals, driver licenses, insurance information, and trainings are kept up to date.
Coordinates the day-to-day operation of Volunteer Transportation Network program flow, processes, functions, and serves as first point of contact for after hour requests including transportation and any other incidents.
Communicates regularly with all Voluntary Service team members to ensure the flow of information throughout the CDCE.
Resolves simple, informal complaints of employees, Veterans, and Volunteers and refers others to the Voluntary Service Officer.
Reports to the Voluntary Service Officer on performance, compliance, and training needs of volunteers, employees, and any behavior incidences. Provides information to Voluntary Service Officer concerning reassignment, recognition of outstanding performance, and personnel needs of drivers and coordinators.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Examples of appropriate SF-50's include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50's at the highest grade held with an effective date more than one year old.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include but are not limited to: experience planning or administering a program; possessing a working knowledge of the care and upkeep requirements including the repair and maintenance of vehicles; instructing others in the safe operation of vehicles; utilizing knowledge of transportation regulations, methods, and practices to perform a wide variety of transportation assignments; maintaining and completing accurate records; completing reports; and experience with purchasing or credit card utilization.
There is no educational substitution at this grade level.
In addition to the Specialized Experience, applicants must also be able to type 40 words per minute.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing,stooping, bending, and reaching as required.
