The Chief Digital and Artificial Intelligence Officer (CDAO) is the senior Department of Defense official responsible for the acceleration of the DoD's adoption of data, analytics, and artificial intelligence to generate decision advantage from the boardroom to the battlefield. The mission of the CDAO Acquisitions Division is to provide rapid, effective and efficient acquisition support to CDAO and Joint Warfighters.
Duties
This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. Incumbents typical work assignments may include the following:
Reviews complex requirements packages for adequacy and compliance with administrative, regulatory, and procedural requirements.
Analyzes market trends, applies any available commercial practices, conditions and technological advances to the acquisition.
Participates as a member of the acquisition planning team which may include a program manager, technical experts, legal representatives, budget and finance representatives and/or contract pricing personnel to formulate the Acquisition Strategy which includes determining the contract type, discussing competition issues, subcontracting policies, small business set-aside policies, cost considerations or financing arrangements needed to fit special circumstances to include rapid acquisition, and developing procurement objectives and milestones.
Evaluates and executes an acquisition schedule so as to not delay award of any assigned contract, often developing and utilizing rapid acquisition processes.
Serve as Agreements Officer with warrant authority.
Prepares determinations and findings. In coordination with the program manager, develops evaluation criteria to use in determining source selection and "best value" requests for proposal, which includes utilization of past performance data, and technical qualifications for awards other than lowest price.

- This position must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position.
- This position must achieve 80 hours of Continuous Learning Points (CLPs) every two years.
- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.

You may qualify at the GG-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GG-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to analyze market trends and apply available commercial practices, conditions, and technological advances to acquisition and multi-faceted contracting issues; devise special terms, provisions, and conditions applicable to the solicitation process as required including incentives such as price redetermination, cost and performance incentive provisions, or proprietary rights provisions; prepare/issue solicitation documents incorporating provisions, such as cost accounting standards, requirements for technical proposals with appropriate standards and criteria, testing procedures, cost escalation factors, cost data requirements, and socioeconomic program considerations; determine appropriate contractual remedy and negotiates with contractor to obtain correction of defects, re-performance, contract price reduction, or other appropriate consideration.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
