The Associate Chief of Staff (ACOS) for Mental Health Service (MHS) Service, at the G.V. (Sonny) Montgomery VA Medical Center (GVSMVAMC), is responsible for the overall leadership of the service and ensures the quality of medical and mental health services provided, the education and training of professional staff, and the safety and ethical conduct of medical research conducted on patients assigned to the GVSMVAMC, Community Based Outpatient and all other satellite clinics.

Duties

Duties include but are not limited to: Working collegially with other Associate Chiefs of Staff and Chief of Staff Service Chiefs to accomplish the clinical goals and strategic plans of the organization. Participating in organizational planning to include strategic, operational, programmatic, and other plans and policies to achieve the mission and vision of the Medical Center. Representing the MHS on decision-making committees at the medical center. Participating in the development of long and short-term goals for the Service Line and the organization. Demonstrating expertise in and the ability to apply a wide range of professional theories, assessment methods and techniques to a variety of patient populations. Providing professional advice and consultation in areas related to professional and behavioral health. Engaging in workforce management through assessing qualifications and abilities of current and prospective employees, adhering to regulatory timeframes and evaluating employee performance and administering appropriate disciplinary actions as indicated. Assessing productivity standards across program areas and professional disciplines and addressing deficiencies. Having line and staff authority for resource allocations within the MHS to ensure efficient operation, preparing annual budgets and providing oversight of fund control expenditures in accordance with regulatory requirements. Participating in the resources allocation process of the Service Line to include provision of sufficient number of qualified and competent persons to provide patient care, as well as recommending acquisition of necessary equipment and supplies and adequate space to provide such services. Overseeing the establishment of program monitors and outcome measurements for the Service Line and using data-driven quality assurance processes in these monitors and measurements. Functioning as advisor to the Chief of Staff, Associate Director, Associate Director for Nursing and Patient Care Services, and Facility Director on issues related to the provision of direct patient care by Service Line staff. Participating on and occasionally chairing Medical Center committees, workgroups, and systems redesign projects. Contributing to the development and implementation of policies and procedures that guide and support the provision of services to patients. Facilitating compliance with standards established by oversight and regulatory entities such as Joint Commission, CARF, OSHA, CAP, OIG, etc. Work Schedule: 8:00 am - 4:30 pm, Monday - Friday; subject to change based on the needs of the facility. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education Requirement. Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure Requirement. Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Marriage and Family Therapist Program Manager Leader, GS-14 (Care Line Manager/VISN/National): Experience, Education, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience at the GS-13 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. The MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. The MFT Program Manager must have at least five years of post-licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. The MFT Program Manager must have an AAMFT Approved Supervisor credential. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. 2. Demonstrated global knowledge of the practice of marriage and family therapy to develop, maintain, and oversee programs in all settings. 3. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. 4. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. 5. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. Preferred Experience: The ACOS MH at the GS-15 grade level must have at least four years of experience as a VA licensed marriage and family therapist with at least one year equivalent to the GS-14 grade level. The ACOS MH must evidence possession of progressively higher supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. The individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
