You will serve as a MECHANICAL ENGINEER in the Utilities and Energy Management Branch of Public Works Department Great Lakes, NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will coordinate across organizational lines within the PWD Great Lakes AOR and interface with personnel from NAVFAC Mid-Atlantic, the Installation commands, and other Navy customers. You will provide administrative and technical direction for the work, coordinating all aspects of engineering work from project scope development through work completion. You will make decisions to approve or disapprove based on knowledge of contract requirement and technical review determinations. You will analyze project costs in accordance with project objectives. You will advise leadership on engineering, technical, design, and operational requirements. You will conduct risk analysis of engineering systems to identify problems and recommend solutions.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses knowledge of mechanical utility systems to include steam and hot water production, steam and hot water distribution, combustion (gas) turbines, and natural gas distribution; thermal and natural gas utility safety, operations, environmental compliance, maintenance practices, repair methods, troubleshooting, testing and terminology to identify components and their interrelations; 2) Uses knowledge of utility Supervisory Control and Data Acquisition (SCADA) systems to include distributed control systems for combustion control and burner management; 3) Uses sophisticated indicating and recording instruments/devices; 4) Possesses knowledge of engineering principles, concepts, theory and extensive specialized practical and technical knowledge as applied to thermal and natural gas utility systems.; thermal and natural gas utility safety standards and procedures to develop and evaluate safety plans, safety policy and safety methods; environmental compliance requirements relating mainly to air permitting and fuel management; 5) Uses knowledge of construction principles and practices such as those published in the American National Standards and Occupational Safety and Health Administration (OSHA) standards in order to ascertain and develop appropriate protection/safety requirements and equipment and material selection; 6) Possesses knowledge of industry recognized codes and standard practices including the American Society of Mechanical Engineers (ASME) Boiler, Pressure Vessel Codes and National Board Inspection Code for Boiler and Pressure Vessel Inspectors, American National Standards Institute (ANSI) / National Fire Protection Association (NFPA) / National Fuel Gas (NFG) Codes, and DoD United Facilities Codes (UFC); 7) Develops and uses computer databases, spreadsheets, word processing, and computer aided drafting/computer aided design (CAD) systems, and reads engineering drawings and Geospatial Information Systems (GIS) data. Knowledge of complex math to calculate unknown variables from predetermined or measured values; 8) Develops, evaluates and analyzes policy, procedures and requirements to operate, maintain, plan and alter thermal and natural gas utility systems; and 9) Possesses a thorough knowledge of the planning and scheduling techniques associated with the maintenance and repair of thermal and natural gas utility systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
