About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6Z7AA US ARMY CYBER COMMAND.
Duties
Serves as a Staff Management and Program Analyst for Signature Management (SM) activities, G2X, Army Cyber Command (ARCYBER) at Fort Eisenhower, GA on behalf of U.S. Cyber Command (USCYBERCOM).
Responsible for implementing broad and innovative policies, practices, and techniques for requirements management in support of Signature Management (SM) activities.
Facilitates the management and oversight of the planning and development of the SM portion of the G2X budget, provides updates and coordinates with USCYBERCOM and ARCYBER G8 for both current and future fiscal expenditures.
Interacts with elements inside DoD and the IC to further the objectives of USCYBERCOM and ARCYBER.
Serves as the G2X representative on budget – related boards, committees, or working groups.
Advises leadership on personnel management and support required and available for current or proposed operations within ARCYBER G2X SM program.
Coordinates program objectives with appropriate counterparts in other agencies to minimize duplication and enhance interoperability of procurement programs including advanced and emerging technologies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET clearance with eligibility for SENSITIVE COMPARTMENTED INFORMATION (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI). Suitability for SCI cannot be waived.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- May require Temporary Duty (TDY) travel up to 25% of the time.
- This position is mission essential, and is required to report for duty, as necessary, in an emergency (regardless of holidays, weekends, nights, furloughs) or conditions such as weather in which non-essential personnel are not expected to report.

Specialized experience is defined as experience with an Intelligence discipline (e.g. All-Source, OSINT); intelligence information management; AND Information Technology in support of an intelligence organization's operational mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
