This position is located in the Office of the Scientific Director (OSD), NIDCR. The NIDCR OSD provides scientific leadership, policy guidance, program development, evaluation, and overall operational management coordination for the Institute's DIR. The incumbent will be the primary contact for scientific and administrative data analysis for the OSD.
Duties
Serve as the coordinator and technical authority in the management, program planning, coordination, evaluation and communication of activities within the OSD and DIR.
Participates in the overall planning, development, analysis, and implementation of policies and procedures of the OSD and DIR.
Performs a wide variety of duties and responsibilities relating to the administration of NIDCR's intramural research efforts.
Utilizes scientific knowledge and training to expedite the program planning and evaluation involved in day-to-day administrative functions related to supporting research efforts in the NIDCR DIR.
Utilizes expertise, experience and/or educational background in a broad spectrum of health and scientific policy areas, scientific and demographic data analysis, and scientific writing.
Resolves problems and modifies procedures, develops and interprets complex policies, and defines NIDCR Intramural scientific policies.
Manages special projects/studies of activities of concern to the laboratory and with emphasis on operational research activities or policy considerations which may involve a coordinated efforts.
Creates and implements NIDCR-specific administrative/program databases and providing comprehensive statistical analysis reports.
Defines areas of responsibility and develops SOPs, implementing instructions, delegations of authority, templates, etc.
Researches and prepares reports and other compilations of the Intramural activities, programs, and policies for use in science policy development, program planning, evaluation and implementation, and presentations.
Plans and executes the budget annual allocation for the OSD.
Exercises leadership to ensure that programs under her/his direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment of staff employee development, staff assignments, and communications.
Requirements

Qualifications
In order to qualify for a Supervisory Scientific Operations Analyst, GS-0601 position, you must meet these requirements:
Education: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).

Additional Qualifications: In order to qualify for a Supervisory Scientific Operations Analyst, GS-0601, at the GS-14 level, you must have at least one year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: coordinating scientific programs for an organization; analyzing biomedical research to assess effectiveness of research strategies; recommending solutions to complex problems affecting research studies.
