Duties

The selectee for this position will be responsible for managerial oversight and direction for development, execution, and coordination of engineering support for the hydro-electric power generating facilities, systems, and equipment of the Glen Canyon Dam. Major duties include, but are not limited to: Performing the full range of supervisory duties including recruitment, selection, evaluation, and counseling. Inspecting construction projects at various stages. Preparing project specifications, justification, cost estimates, and budget. Monitoring progress and timely completion of all construction projects. Communicating ideas, results, and solutions to stakeholders, team and management.

In order to qualify, you must meet BOTH the Basic and Minimum qualification requirements described below. Your resume must clearly describe your relevant experience. BASIC QUALIFICATION REQUIREMENT for the 0830/0850 series: Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. OR Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. OR Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. OR Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. OR Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. OR Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. In addition to meeting the Basic Qualification Requirement above, to qualify for this position, you must also meet the minimum qualification requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS for the 0830/0850 series: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) development of preliminary and final designs and specifications or appraisal and feasibility designs, cost estimates for new or in the repair or rehabilitation electrical or mechanical equipment and systems associated water storage or water conveyance structures or distribution facilities (e.g., dams, pumping plants, power generation systems, connected electrical facilities, switchyards, substations); (2) experience preparing and advising on comprehensive mechanical or electrical design, design review, cost engineering principles, solving design/construction problems, and other engineering issues; or (3) experience performing technical review of mechanical or electrical design analysis, plans and specifications for contract documents, studies, reports, etc. to ensure accuracy, technical feasibility, and compliance with agency and other federal, state and local agencies; and (4) at least one year of experience leading a team. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/13/2024. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level(s) of this announcement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
