The position serves as a Purchasing Agent for the Diagnostics and Biologics (D&B). This position will be located at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas, or at the National Centers for Animal Health (NCAH) in Ames, Iowa. The position will report to the D&B Administrative Officer through the Supervisory Management Analyst over the Procurement Section, under the oversight of the Office of the Associate Deputy Administrator (ADA) of Veterinary Services D&B.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Exercises warranted procurement authority in purchasing open market equipment and supplies and services and construction, and Federal Supply Schedule contract equipment and services. Provides technical guidance for procurement and warehouse personnel, which includes monitoring established supply system. Takes appropriate action to expedite delivery of performance when required by agency needs. Negotiates equitable adjustments for contract changes, approves contract payments, assesses penalties for nonperformance, recommends termination of contracts when warranted. Completes procurement for special purchase and/or made-to-order equipment and supplies and/or technical and professional services. Actively solicits sources of supply for equipment and supplies which are specialized for NCAH and not available locally. Initiates and creates pre-solicitation public notices for relevant purchases using Federal Business Opportunities. Procures from established sources in accordance with governing regulations.

Requirements

  • The work is primarily sedentary; however, there is some walking, standing, bending, and light lifting (up to 20 pounds).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Reviewing, editing, and resolving issues with purchasing requests and invoices. Acquiring supplies or services under $10,000 through use of a Business or Government Purchase Card. Reconciling Business/Government Purchase Card transactions. Identifying possible sources for supplies, equipment and other pertinent information related to purchases. Using electronic files to store, retain and research historical purchasing documentation. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
