This position is located in the Office of the Chief Financial Officer, National Finance Center, Human Resources Management Staff (HRMS), Operations and Recruitment Branch (ORB).
Incumbent will provide a wide variety of Human Resources services at the journeymen level in areas pertaining to staffing, recruitment, position classification, compensation, position management, and processing of personnel actions.
Duties
Perform work that involves recruiting, examining, selecting and placing employees, conducting job analysis, preparing recruitment and placement products, and issuing both merit and Delegated Examining Unit (DEU) referral certificate.
Classify positions in accordance to OPM standards, writing and developing statements of difference, recertifying position descriptions and conduct desk audit and position review.
Provide position management advisory services in dealing with difficult, complex, and often controversial position management issues. Participate in special initiatives, studies and projects.
Prepares written correspondence and other documents.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is experience directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include: 1) Utilizing a wide range of recruitment and placement authorities (e.g. merit promotion, Direct Hire Authority, delegated examining, special appointing authorities, etc.) to provide a full range of staffing options to fulfil management needs; 2) Applying classification and position management principles, concepts, and theories to develop recommendations to new or existing organizational structures; 3) Collaborating with management and applicable stakeholders to develop streamlined or innovative hiring solutions; 4) Processing of Federal hiring actions from start to finish.

Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. In a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach a copy of your transcript)
OR
I have equivalent combinations of successfully completed specialized experience and higher level graduate education described above that makes up 100% of the qualifications required for the position. Combinations of Education and Specialized Experience Education and specialized experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the applicant's specialized experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for this grade level. (Note: You must attach a copy of your transcript).
Time in grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
