This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Medical Occupations to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will provide specialized professional intervention services utilizing a strength-based approach and trauma informed services.
Duties
You will provide intervention services through home and office contacts with active duty military personnel and their families.
You will evaluate services for families that includes exploring family history as relates to family relationship dynamics, conducting Family needs screenings, case management, family health counseling, education, family planning, role modeling, etc.
You will provide instruction on topics regarding nutrition, well-baby care, child health, child safety, child abuse and neglect prevention, postpartum depression; stress management and parenting. etc.
You will also perform case management services and provide referrals for health consultation and group support.
You will develop and manage New Parent Support Program Services services for families in which the mother and/or father are first time parents or the child is the first child of the current relationship.
You will determine appropriate services for atypical high risk family situations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Background/records checks, IAW DoDI 1402.05, AR 608-18 (MPs – NCIC, ASAP, ACR and State Child Protective Services) and Army directive 2014-23, IMCOM G9 Memorandum, dated 26 June 2015, directing a CNACI, are required for this position.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- You must obtain and continue to maintain a current Basic Life Support (BLS) certification that is sponsored by the American Heart Association (AHA).
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position requires Temporary Duty Travel (TDY) of 5%.
- You may occasionally be required to work other than normal duty hours.
- You must attend and complete program identified training.
- This position requires possession of a valid state driver's license.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Two years of post-degree direct experience in child maltreatment and/or domestic abuse prevention or treatment, Maternal Child Health, Community Health or Mental Health are highly desired.
Basic Requirement for Nurse (Family Advocacy and Education):
Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes utilizing nursing concepts and a variety of intervention services to evaluate families with a high risk of family violence or child development to include but not limited to child safety, neglect, nutrition to plan, implement, and assess treatment services.
OR
Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field including but not limited to teaching, a clinical specialty, research, administration, etc.
EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirement below. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program
OR
3 full years of progressively higher level graduate education from a professional nursing program
