This position serves as an IT Cybersecurity Project Manager, Government Watch Officer, located in the Department of Justice (DOJ), Office of the Chief Information Officer (OCIO), Cybersecurity Services Staff (CSS), Security Operations (SO), in Washington, DC. Primary purpose of this position is to manage programs within the Security Operations that respond to adversarial attacks and protect DOJ's various missions in enforcement, litigation, incarceration, civil protection, and national security.

The duties and responsibilities as an IT Cybersecurity Project Manager GS-2210-14 generally include, but are not limited to the following: Oversight over networking monitoring, incident response, cross-agency information sharing, threat intelligence, and cybersecurity investigation services to the Department. Lead the implementation of security programs designed to anticipate, assess, and minimize system exploitation. Develops and evaluates security policies, to include incident response, contingency planning, and vulnerability management. Integrates security programs across disciplines. Implements higher level security requirements, such as those resulting from laws, regulations, or Presidential directives. Identifies significant actual and potential cyber security problems, trends, and weaknesses. Recommends modifications and solutions for reducing IT security risks and helps develop strategies for responding to future IT security challenges. Develop innovative and unusual methods to collect cyber intelligence data and makes them usable in security operations. Maintain awareness of emerging threats, techniques, tactics, and procedures of cyber intrusions.

  • This position requires a Federal Acquisition Certificate for Contracting Officers Representative (FAC-COR) and/or Federal Acquisition Certificate for Program Manager (FAC-PM) Level III within 12 months of appointment.

Qualifications

To qualify for the position of IT Cybersecurity Project Manager at GS-2210-14, you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade. Basic Qualifications (2210 series): Attention to Detail - Is thorough when performing work and conscientious about attention to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade or equivalent pay band system in the Federal service. At a minimum, specialized experience must be in or related to at least two of the following: Conducting vulnerability scans and recognize vulnerabilities in security systems; Utilize data collected from cyber defense tools (e.g., IDS alerts, firewalls, network traffic logs) for the purposes of mitigating threats; Utilize network protocols such as TCP/IP, Host Configuration, Domain Name System (DNS) and directory services; Utilize a security model (e.g., Bell-LaPadula Model, Biba Integrity Model, etc.).
