You will serve as a PUBLIC AFFAIRS SPECIALIST in the Department of the Navy (DON) Base Realignment and Closure (BRAC) Program Management Office (PMO) of BASE REALIGNMENT AND CLOSURE PMO. There is 1 total vacancy with potential for working at one of the following 3 locations: Point Loma, CA Philadelphia Business Center, PA Washinton Navy Yard, DC

Duties

You will advise program directors and coordinate with other command public affairs officers on BRAC information for release to the public. You will coordinate press conferences, press briefings, and media coverage of special events or announcements with media representatives. You will coordinate the development and execution of communication strategy, to include research, planning, implementation, and evaluation. You will develop written materials which communicate information concerning the mission and purpose of the organization's programs. You will create communication strategies to facilitate communication of related to public affairs programs, policies, activities, or mission. You will coordinate public outreach events and public speaking engagements for an activity.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to organization sites, some of which may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • If not already completed, the Public Affairs and Communication Strategy Qualification Course (PACS-Q) must be completed as soon as possible within two years of hire, by resident course, or distant learning.
  • Risk Communication course must be completed within the first year.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Formulating communication strategies, guidance, and policy to achieve command communication goals/objectives; 2) Research and develop communication products for use in communication campaigns for public release; 3) Accurately respond to media queries and public inquiries for information of both a routine and time-critical nature, in either written or oral form, in a timely manner; 4) Create, adapt, or modify communication campaigns to reach targeted audiences; 5) Prepare content and material to educate targeted audiences on the command mission; 6) Prepare materials for news release, web content, social media posting, briefing cards and contract announcements; 7) Train senior command staff with information and media interview strategies adept at preparing them for media interviews and public outreach meetings; and 8) Maintain public information website/advanced bulletins/web metrics systems.
