You will serve as the Cultural Resources Manager for Ames Research Center, which manages ARC's cultural resources in accordance with the National Historic Preservation Act, National Environmental Policy Act, and other relevant cultural resources laws, regulations, Executive Orders, and NASA policy. Also serves as the NASA subject matter expert in Architectural History and will provide technical guidance and support in that field to the other Centers and Headquarters as needed.

Duties

Execute the Ames Research Center’s (ARC) Cultural Resources Management (CRM) program in accordance with pertinent federal, state, and local laws, regulations, and NASA policy. Serve as the primary point of contact for the management of ARC cultural resources, to include the built environment, archaeological and Native American resources. Develop and plan cultural resources program budget for short term and out years as part of the Planning, Programming, Budgeting, and Execution (PPBE) process. Ensure historic prevention compliance at ARC: Carry out historic prevention review and consultation on ARC undertakings. Develop and implement programmatic agreements and/or memoranda of agreement to streamline regulatory processes or mitigate activities with adverse effect to cultural resources. Ensure historic prevention compliance at ARC: Conduct or supervise cultural resources assessment studies and prepare and review Scopes of Work (SOWs) for cultural resources surveys undertaken by others. Serve as the primary point of contact for consultation with the California State Historic Preservation Office and consulting parties, including local, state, tribal, and federal agencies, in support of the ARC cultural resources management program. Establish and carry out tribal consultation in accordance with National Historic Preservation Act, National Environmental Protection Act, and Executive Oder 13175. Serve as the agency subject matter expert in Architectural History, and provide technical guidance and support in identifying, evaluating, and managing built resources to the other Centers and Headquarters as needed. Support Headquarters on the development and implementation of agency-wide initiatives as they relate to the built environment. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Administering cultural compliance programs and the laws, regulations, and policies governing cultural management activities for large operations (e.g., National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and Archaeological Resources Protection Act (ARPA)); Applying theories, methods, and practices of Cultural Resources Management that enables professional judgments to be made about the identification, evaluation, documentation, registration, or treatment of cultural resources in the United States and its territories; and Developing and integrating environmental requirements into industrial operations and programs, institutional support operations, or projects.
