The position will focus on substantive policy analysis, monitoring, and response. Responsibilities include contributing to development and implementation of policies central to NLM's mission; identifying or advancing policy needs based on analysis of policy gaps or challenges that need to be addressed to more effectively advance NLM's mission; and advising the Assistant Director for Policy Development and other NLM leadership on science policy issues, as appropriate.

Duties

As a Health Science Policy Analyst, you will: Contribute to the development and implementation of policies on issues related to NLM's mission and priorities such as genomic data sharing, scholarly communications and publishing, clinical data sharing and health IT, artificial intelligence in health and health care, and public access policy development and implementation. Conduct background research on varied issues to inform policy development. Monitor relevant policy activities and keep the Assistant Director for Policy Development appraised. Assist with development of policy statements or responses to policy-related inquiries. Assist with review of and submit NLM comments on proposed policies or policy positions relevant to NLM. Develop background, briefing, or presentation materials for NLM leadership and to prepare for meetings and other events. Support NLM engagement and coordination with internal and external stakeholders, including through outreach and presentations.

Qualifications

In order to qualify for a Health Science Policy Analyst, GS-0601, position you must have successfully completed a full four (4) year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). In addition, in order to qualify for a Health Science Policy Analyst, GS-0601, at the GS-14 level, you must have at least one year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, leading the analysis of health-related (e.g. biomedical) research policies, programs, and procedures. This specialized experience includes responsibilities such as: analyzing and evaluating the health or science policy issues affecting an organization and biomedical research community; analyzing and monitoring policies related to program operation, and making recommendations to senior management; developing and implementing new health or science policies to guide health-related research; coordinating within and across an organization and public stakeholders on multiple policy issues; and developing reports, presentations, documents, or other materials for organizational leadership or stakeholders.
