The primary purpose of this position is: To plan and manage all assigned aircraft operations conducted by the 22d Air Refueling Wing.
Duties
Performs rapid/emergency reaction and high profile worldwide assigned aircraft movements and concurrently performs other actions as necessary to support SAAM, JCS, and AMC tasked missions.
Coordinates with all users of wing assets worldwide.
Chairs meetings of representatives of all major base support activities to interpret fragmentary orders received under contingency and exercise conditions.
Serves as staff specialist advising senior wing staff on complex strategic and combat employment pertaining to tanker, airlift, & aeromedical issues.
Develops, analyzes, evaluates, and maintains assigned aircraft operations planning metrics for senior leadership assimilation to include the collection, processing, and analysis of operational data.

- Required on-call to support worldwide high priority operations/missions. May required shift work, weekend work, uncommon hours, and standby duty.
- Employee must be able to obtain and maintain a secret security clearance as a condition of employment.
- Temporary Duty (TDY) may be required. TDY may require the use of regularity scheduled military or commercial transportation.
- Employee will be required to work in response to short notice contingency operations.
- Superior Qualifications may be authorized upon request.

This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of assigned aircraft air refueling operations, policies, principles, and practices; broad knowledge of Air Force assigned aircrafts air refueling operations, policies, principles, and practices of the wing functional activities to develop tanker and airlift missions; through knowledge of wing operations policies, principles, and practices to provide services to satisfy user requirements; and knowledge of aircrafts performance capabilities and limitations to include range, fuel requirements, configurations, loading, takeoff data, and weight restrictions.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.D or F.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of assigned aircraft air refueling operations, policies, principles, and practices.
2. Through knowledge of wing operations policies, principles, and practices to provide services to satisfy user requirements.
3. Thorough knowledge of DOD/JCS/Air Force operations directives, regulations, policies, and procedures to plan and develop services to satisfy user requirements.
4. In-depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace and assigned aircrafts flight characteristics.
5. Knowledge of route planning including knowledge of the Organized Track System, airways, critical leg flight planning and air refueling procedures.
6. Skill and ability to communicate effectively both written and verbal, to include briefing senior staff and preparing written reports with substantive findings and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
