The primary purpose of this position is to serve as the Senior Paralegal Specialist and Law Office Manager for the Office of the Staff judge Advocate. Performs paraprofessional work designed to assist the Staff Judge Advocate and staff attorney's assigned to the command in the fulfillment of roles as the legal advisors to the Commander, Air Mobility Command.

Duties

Performs critical paralegal duties which require a high level of research, evaluative, analytical, development of legal opinions and guidance on a wide variety of complicated and interrelated legal issues. Provides support to management in the planning, organizing and overseeing the activities of the Headquarters, Air Mobility Command, Office of the Staff Judge Advocate, with direct oversight of unit training, knowledge management, readiness and resources. Establishes, defines, and implements budget/logistical requirements for Legal Office programs to ensure services and functions are in line with organizational goals and mission requirements. Exercises supervisory personnel management responsibilities.

  • Work may occasionally require training or travel away from the normal duty station on military or commercial aircraft
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of role of Command Legal Office and interactions with other organizations (such as SECAF, HQ Air Force, Air Mobility Command Directorates, Eighteenth Air Force, USAF Expeditionary Center, subordinate Wings and their legal offices, etc.) required to apply specialized knowledge to complex issues of first impression in a manner that provides necessary assistance to attorneys in furthering the Air Force operational mission. Knowledge of rules, concepts, techniques, procedures, and requirements of training programs to perform a wide variety of assignments involved in the development and management of command professional and paraprofessional training requirements, plans, milestones, and compliance. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of legal research methods, information-gathering techniques, and analytical capabilities sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability. Knowledge of the basic budgetary processes sufficient to enable the incumbent to prepare, negotiate a budget, and to develop and control budget authorizations and allocations. Skill in analyzing, planning, and adjusting work operations to meet program requirements and objectives within available resources; and in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the programs of responsibility to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to interpret and analyze basic issues of fact and law. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with leadership at all levels within the Department of Defense. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
