The primary purpose of this position is to serve as the Assistant to the Installation Deployment Officer (AIDO), Alternate Support Agreement Manager (SAM), focal point for Unit Type Code (UTC) management/reporting, and installation deployment readiness training coordination and training.
Duties
DUTY 1: Serves as the Hanscom AFB alternate point of contact for deployment/exercise/crisis action taskings and UTC
reporting. Coordinates AEF requirements with AFMC/Air Force war planners and ensures taskings do not exceed
66 ABG capabilities.
DUTY 2: Assists the Installation Deployment Officer (IDO) with planning, organizing, equipping, and implementing the installation deployment program. Maintains working knowledge of all automated systems utilized in deployment functions to assist in tracking routing, movement dates, pre-deployment training and the status of deployed personnel and equipment.
DUTY 3: Performs system administration, data maintenance and customer support work regarding systems utilized for
management and execution of assigned wartime missions. Employs and maintains databases and records for supported operation plans, AEF rotations, and exercises.
DUTY 4: Serves as the section Computer Security (COMPUSEC) monitor, Communications Security (COMSEC) responsible officer (CRO), and Secure Voice Responsible Officer (SVRO). Trains, monitors, and ensures COMSEC and COMPUSEC requirements are enforced and maintained throughout the section.
DUTY 5: Acts as Alternate Support Agreement Manager. Ability to determine and differentiate the requirements between
Support Agreements and other types of agreements IAW DoD, AF and Higher Headquarters guidance, not limited to
Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs).

- Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Logistic Management Series 0346 has no Individual Occupational Requirements. The Group Coverage Qualification Standard for Administrative and Management Positions is used for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in logistics mission requirements and support capabilities, including command post operations and contingency support staff responsibilities; development and implementation of logistics plans, policies and procedures; and management of a mobility program, including management of a deployment program for an organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or or LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Only graduate level experience in excess of two years may be used to qualify based on a combination of education and experience. Note: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD, JCS, and USAF logistics readiness and contingency planning programs, principles, concepts and directives as they pertain to deployment operations, base reception and base support planning.
Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control.
Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), DCAPES UTC Assessment Tool.
Knowledge of safety and security regulations, practices and procedures, computer security requirements, communications security requirements, and physical security requirements relative to handling classified information and secure network/computer system access.
Ability to integrate the separate functions in planning or implementing a logistics management program.
Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning base readiness.
Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues and/or problems concerning efficiency and effectiveness of the state of the base's readiness, as well as to identify changes and trends, interpreting logistics readiness factors, and formulating procedural solutions to problems.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
