This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Capitol Health Care Network (VISN 5), Hershel "Woody" Williams VA Medical Center (VAMC), in the Learning Resources Service. Incumbent performs assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the Veterans, their families, and internal and external stakeholders.

Duties

Duties to include but not limited to the following: Perform ongoing monitoring of published measures/initiatives. Assists the Chief Nurse, Education & Learning Resources in developing a systematic approach to assessing and improving organizational performance and processes, making improvement recommendations for implementation, and assists with implement after approval of a policy development and or process modification. Investigates and analyzes trends or conditions and initiates any necessary corrective actions. Provides direct staff support to the Chief Nurse, Education & Learning Resources and Nursing Education as well as appropriate employees in planning, designing, integrating, implementing, modifying and evaluating the effectiveness of initiatives, program components and or services. Consults with staff and managers to identify opportunities for performance improvement and implements proposed recommendations. Assists staff to implement performance management action plans. Assists staff across the medical center in entering Education & Travel requests. Processes their information and is the SME for Education meetings to discuss travel requests. Maintains departmental management files in accordance with guidelines provided by VISN and Central Office. Responsible for disposition of obsolete materials. Maintains reports control file and/or suspense files for all travel/education requests. Processes tuition requests using 2237 to Logistics. Coordinates with logistics and travelers to ensure all needs are met. Responsible for coordinating and managing an effective office system. Instructs applicable staff in areas of new techniques, policies, procedures, etc., and provides feedback on any associated problem in implementation. Coordinates/provides training as needed in these areas. Assists with coordination of computer information needs of new and existing employees. Serves as a resource for others to contact for trouble-shooting functions and work with IT specialists and OI&T Service. Collaborate, as needed, with appropriate medical center staff in coordinating performance measure improvement activities related to outcome data of all programs and education/travel requests. Serves as a point-of-contact for patients, medical center staff, VISN staff, community agencies, and various others who contact this office. Receives telephone calls, screening them and making appropriate referrals to correct staff members. Advises professional staff, supervisors, and service program clerk(s) in the procedural aspects, deadlines required, and reporting requirements. Serves as control point clerk for four fund control points for education/learning resources, Visual media, and library supplies. Maintains records necessary for providing accurate budget information and prepares AMIS reports. Reconciles account with Fiscal Service monthly Prepares VA Training Management System (TMS) training reports as requested for internal and external use. Assists with placing administrative supply orders and managing inventory of administrative supplies. Maintains an orderly and adequate level of program supplies. Uses software applications such as Excel, PowerPoint, and Publisher to draw information from a variety of computer systems and databases in order to prepare/assist in preparation of reports. Uses communication tools such as Microsoft Outlook, Microsoft Teams, and WebEx. Responsible for the preparation and timely submission of time and attendance reports as well as being a resource for inquiries concerning timekeeping from service personnel when questions arise. Investigates and resolves errors which involve correction of the pay (need for retroactive adjustments and error tracing usually occurs for reasons outside the control of the incumbent). Alerts Nurse Managers when employees pay period hours are inaccurate. At times, prepare Time and Attendance reports for up to approximately 350 Nursing Service personnel using VATAS and Acustaf for electronic time and attendance. Each premium pay entitlement and leave charge requires separate entry onto the electronic Time and Attendance Report. inappropriate action results in wrongful pay or leave charge to employee. Transfers on-call information from Acustaf into the electronic Time and Attendance Report. Skill in typing; a qualified typist is required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024. You may qualify based on your experience and/or education as described below: Experience: I possess one full year of general experience equivalent to the GS-04 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Qualifying examples of general experience include: Serves as control point clerk for four fund control points for education/learning resources, Visual media, and library supplies. Assists staff across the medical center in processing Education & Travel requests. Processes tuition requests. Supports Timekeepers on a regular basis with timekeeping duties for personnel and provides full time support for Learning Resources. Assists in developing a systematic approach to assessing and improving organizational performance and processes, making improvement recommendations for implementation, and assists with implement after approval of a policy development and or process modification.
