The primary purpose of this position is to manage a diverse aviation safety program at Andersen Air Force Base and Northwest Field.
Duties
Manages Aviation Safety program for the Chief of Safety on behalf of the Wing Commander. Conducts assessment/inspections of all assigned units' flight safety programs for compliance with USAF and wing requirements.
Serves as the Bird/Wildlife Aircraft Strike Hazard (BASH) Program Manager. Oversees Bird/Wildlife Aircraft Strike Hazard (BASH) programs in coordination with Airfield Management, flying operations, and civil engineering.
Oversees Aviation Mishap Response Plans. Oversees appropriate installation response plans (Mishap Response Plan and (Bird/Wildlife Aircraft Strike Hazard Plan), and coordinates on any other installation plans involving flight safety or aircraft emergencies.
Conducts Aviation Mishap Investigations. Ensures mishaps are properly investigated and reported in accordance with DAFI 91-204, Safety Investigations and Reports, and DAFMAN 91-223, Aviation Safety Investigations and Reports.
Performs aviation related safety inspections of the facilities, equipment, and operations for which Andersen Air Force Base has responsibility to ensure compliance with aviation safety regulation and requirements.

- This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status (AFI 36- 507, A4.2.2.).
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Must be able to obtain and maintain the Secret security clearance.

Qualifications
This is a Term position NTE 24 months; the individual selected for this position may be non-competitively extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Safety and Occupational Health Management Series 0018.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of aviation safety requirements sufficient to plan, direct, coordinate, and
evaluate a diverse aviation program and advise key managerial personnel on courses of action affecting facility operations, work operations, work processes, human-machine relationships, etc., which impact on the safety and efficiency of personnel, as well as on preservation of government property and equipment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of complex aviation safety and health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation aviation safety program; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation risks.
Knowledge of basic safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards
Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for compliance.
Skill in identifying hazardous conditions in proposed facilities
Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
