This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will perform work on a variety of plumbing, sanitary sewer collection systems, storm and street drainage systems, compressed air, natural gas and heating systems, and water distribution and disposal systems at a large multi-purpose Lock and Dam Facility.
Duties
Troubleshoot, inspect, test, repair, perform preventative maintenance and new installations on systems and equipment.
Plan and lay out the work to include scheduling and prioritizing.
Select appropriate tools, supplies, parts and materials to accomplish work.
Review and interpret building plans, drawings, blueprints, manuals and manufacturer’s instructions to determine facility/system layout and location of specific structures and fixtures and specifications to complete work orders.
Make preventive maintenance inspections to determine safety hazards, damage and repair requirements.
Ensure parts, tools, supplies and other materials are on hand to support the preventative maintenance program and related repairs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a valid state Driver's License.
- Must complete the Defensive Driving Course within 6 months of appointment.
- Pre-employment physical is required, to include respriator.

You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a PLUMBER without more than normal supervision. I have the ability to perform common plumbing tasks. I can use common and accepted trade practices, methods and techniques; select the appropriate tools and equipment, methods and techniques to complete assignments; measure, cut, bend, and thread pipe and tile; install replacement equipment and sections; and use tools and equipment such as tapes, rulers, hacksaws, hand and power pipe threaders and cutters as well as packing and caulking irons and pipe wrenches. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.
Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Stoops, stretches, bends, kneels for long periods of time and works in tiring, awkward, and uncomfortable positions. Equipment worked on is large and must be moved in and out of specific locations. Frequently sets up parts and equipment that weigh up to 50 pounds. Uses ladders, scaffolds, man lifts and platforms.
WORKING CONDITIONS: Work is performed inside and outside under all weather conditions. Exposed to possibility of broken bones from falls from ladders or scaffolds. Requires wearing of protective safety equipment (respirators, shoes, glasses, ear protection).
