This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for providing technical and operational input as part of the development of innovative Joint Concepts of Employment to apply new or emerging capabilities in applicable settings, e.g., identifying trends in capability development and military application.

Duties

As a JOINT FORCE INNOVATOR at the GS-0301-14 some of your typical work assignments may include: Leads matrixed teams and executes research efforts of new/emerging technology and capability areas that provide opportunities to the Joint Force. Reviews documents pertaining to systems, techniques, and equipment to evaluate technical feasibility in accordance with theoretical principles and technology relating to JSIG interest areas. Manages JSIG participation in DoD-wide innovation community to include rapid prototyping and experimentation efforts. Plans, develops, and presents briefings to Chief executive leaders and other Department leaders to provide updates on JSIG planning, activities, and results. Devises methods of analysis or in assessment forums (such as Table Top Exercises, detailed discussions with Red Teams, or other techniques) to determine suitability for the Joint Force. Develops innovative approaches to resourcing new application of capabilities within the Joint Force, usually outside of routine annual budgeting processes.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service, military, or private sector. Creates and implements processes to allow for the identifying and resolving Operational and Logistics Hard Problems for the Joint Force; Facilitates, coordinates, and plans techniques in research project management to assess and improve operations and program effectiveness on complex systems; Knowledge and understanding of the current state of emerging trends in the Joint Staff and/or Department of Defense to address emerging technologies and alternatives associated with innovation processes; Leads an assessment team to evaluate, validate, and monitor Joint Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) and provide recommendations to senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
