You will serve as an INDUSTRIAL HYGIENIST in the Industrial Hygiene Program Office (IHPO) of US NMRTC GUAM. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline certain Depart. of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will evaluate the need for quantitative assessment of air contamination, noise, and other physical, biological, and chemical stressors. You will prepare written workplace monitoring plans and tracks their completion, updating the plans as necessary. You will recommend engineering, administrative, and PPE controls to correct deficiencies where feasible. You will provide consultation and advice to activities on occupational health problems and concerns, when requested. You will review facility plans for new construction, renovation and modification of existing structures for appropriate engineering controls to control hazardous materials, noise, and physical, biological, and chemical hazards.

Qualifications

GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: Applying industrial hygiene concepts, principles, and practices carrying out all industrial hygiene programs; investigating health problems to determine probable cause and recommend measures to minimize health hazards; devising control measures, including ventilation, shielding, material substitution, change in work procedures, isolation, education and personal protective devices and planning and carrying out industrial hygiene inspections and surveys. GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: Applying industrial hygiene concepts, principles, and practices carrying out all industrial hygiene programs; analyzing and evaluating occupational health hazards to include those for which the nature and extent of hazards is not completely understood; assisting in devising control measures for ventilation, shielding, material, substitution, and change in work procedures and drafting industrial hygiene policy and guidance for occupational health and safety professionals. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;

OR

A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;

OR

Certification from the American Board of Industrial Hygiene (external link) (ABIH).

GS-11: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows: Successfully completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

Having a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
