The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
Major Duties and Responsibilities:
Lead and oversee staff in the planning, management, and coordination of multiple substantive projects for the Deputy DNI and Policy and Capabilities (P&C) Leadership by reviewing, researching, writing/editing, coordinating, and collaborating on time-sensitive information, correspondence, papers, policy, and briefing materials in response to taskings and action items from internal and external sources.
Collaborate with Deputy DNI and leadership staff to ensure strategic alignment with the mission, goals, and objectives of the P&C directorate
Lead Staff in planning, managing and coordinating operational and administrative matters, review and investigate issues, and develop and identify solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects.
Lead and manage P&C Executive Secretariat staff, establishing controls to improve quality and timeliness of deliverables, developing Exec Sec processes to gain efficiencies, and coordinating strategic and tactical projects impacting the P&C Directorate.
Lead staff in planning, managing and coordinating, and integrating work activities, assignments, and projects with managers internal to the ODNI and across the Intelligence Community (IC) to ensure their understanding and the effective completion of initiatives and requirements.
Lead staff and coordinate with appropriate P&C Components, the broader ODNI, and the IC in planning, researching, writing, and editing talking points, correspondence, executive summaries, communications, presentations, and briefing materials; building read-ahead materials and briefing books to prepare the DDNI for meetings with IC leaders; and oversee staff in planning and developing activity reports and summaries.
Create, lead, conduct outreach and training activities to assist P&C personnel in their efforts to respond to taskings and prepare staff packages and correspondence for ODNI senior leadership.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Demonstrated strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.
Extensive knowledge of the ODNI, IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Extensive knowledge of IC information management security guidelines, document storage, and classification guidelines.
Extensive knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles.
Demonstrated oral and written communication skills to communicate effectively with key stakeholders throughout the IC and United States Government.
Demonstrated analytical, critical thinking, and problem-solving skills, including the demonstrated ability to interpret complex information from multiple sources.
Demonstrated interpersonal, organizational, and problem-solving skills, including the demonstrated ability to develop working relationships and networks with internal and external managers and staff.
Demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
Demonstrated ability to work effectively with ODNI leaders in a highly active, fast-paced, and demanding organization.
