This position is located in the Support Services Division (SSD) of the Denver Regional Office. The incumbent performs facilities management, property management, government vehicle management, serves as the alternate PIV coordinator and other administrative operations, under the supervision of the Support Services Supervisor.

Duties

Specific duties include: Conducts analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues. Provides property management services including facilities, trouble calls, conducting inventories, and effecting the replacement, repair, turn-in and disposal of equipment and furniture. Procures, stores, and issues office supplies and equipment to all Regional Office elements when procurements are below the micro purchase threshold; when above threshold, provides input to the Contracting Officer to effect procurement. Responsible for the day-to-day functions of the fleet management program by documenting authorized operators, scheduling utilizations and maintenance and submitting required reports. Responsible for the administration of the Personal Identity Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as PIV liaison as required. Provides input in the coordinating of building security with appropriate authorities. Provides input into the preparation of all reports associated with security. Contributes to determination of which equipment should be placed under maintenance contract and collaborates with the Contract Specialist to take appropriate action to obtain contracts. Reviews and interprets all aspects of complex programs and administrative functions to include building management, space and facilities management, property management, procurement of office supplies and equipment, fleet vehicles, parking, safety, security, etc. to assess compliance with applicable laws, regulations, policies, and procedures and the adequacy of internal controls. The incumbent ensures compliance with RO and CO directives on requisitions for printing, reproduction, and distribution of forms. Incumbent controls and prints all standardized forms and form letters used in the RO. Prints administrative information for all operating divisions and employees. Promotion Potential: None. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/06/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 11 (or higher) and the promotion potential of your current position must be at least GS-11. INDIVIDUAL OCCUPATION REQUIREMENT: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. Three years or a Ph.D. or equivalent doctoral degree is creditable for GS-11. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: One year of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience is defined as (1) experience providing administrative support functions such as mail processing, property management, supply program management, and/or purchasing equipment for an office setting and (2) experience providing customer service to internal and external stakeholders. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, related to the position may be substituted to meet the specialized experience requirement. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
