You will serve as an Administrative Support Specialist for the Small Business Administration (SBA), Office of Capital Access in Washington DC. This position provides support in the areas of Administrative Services.
Duties
As an Administrative Support Specialist at the GS-0301-9/11, some of your typical work assignments may include:
Completing time and attendance/payroll files, reviews routine and/or unusual time and attendance files for accuracy and adherence to SBA and Federal policies.
Completing procurement/budget activities and other financial related operations.
Completing accountable property transactions, facilities maintenance and security, mailroom, supply operations.
Coordinating travel plans and Coordinates application for the activation/deactivation of employee travel credit cards.
Interacts daily with a wide variety of stakeholders and senior management in the performance of duties.
Assists management in assessing the effectiveness of certain administrative functions performed in the payroll and/or procurement/budget departments.

The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Disaster Assistance; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day).
Additional vacancies may be filled from this vacancy announcement if additional vacancies occur within 180 days of the date the certificates were issued.
This is not a bargaining unit position.
Requirements
- Favorable background investigation and credit check are required.
- You must be able to obtain and maintain a Government travel credit card.
- U.S. citizenship is required.

Qualifications
Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
You must meet all qualification requirements by the closing date of this announcement.
You may qualify based on experience, education or a combination of both.
Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for ALL periods of employment or that experience will not be credited towards meeting the specialized experience requirement.
GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level that has equipped you with the particular knowledge, skill, and abilities to perform successfully in this position. The experience may have been gained in a Federal or Non-Federal service position. This specialized experience must demonstrate the following:
Experience in 2 or more of the following administrative areas: Payroll, Procurement, Accountable Property, Travel, Mailroom/ Supply Management, and/or Facilities;
Interpreting and applying laws, regulations, policies and procedures related to Administrative services;
Tracking data, sensitive correspondence, or other information that requires response using automated tracking system;
Using automated systems designed to accomplish and manage the work in an administrative services department, such as accountable property, facilities, records management, physical security, etc., AND
Communicating effectively both orally and in writing with various internal and/or external customers to accomplish program objectives and goals.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. The experience may have been gained in a Federal or Non-Federal service position. This specialized experience must demonstrate the following:
Experience in 3 or more of the following administrative areas: Payroll, Procurement, Accountable Property, Travel, Mailroom/Supply Management, and/or Facilities;
Interpreting and applying laws, regulations, policies, and procedures related to Administrative services;
Tracking data, sensitive correspondence, or other information that requires response using automated tracking system;
Identifying organizational, procedural and/or production issues and providing recommendations for improvement within a department or organization;
Using automated systems designed to accomplish and manage the work in an administrative services department, such as accountable property, facilities, records management, physical security, etc., AND
Communicating effectively both orally and in writing with various internal and/or external customers to accomplish program objectives and goals.
IN ADDITION TO THE SPECIALIZED EXPERIENCE STATED ABOVE FOR EACH GRADE LEVEL, APPLICANTS MUST SHOW PROFICIENCY OF WORD PROCESSING PROGRAMS, SPREADSHEETS, EMAIL PLATFORMS AND/OR OTHER AUTOMATED SOFTWARE COMMUNICATION TOOLS SUCH AS MICROSOFT 365 OR GOOGLE WORKSPACE.
Education
If qualifying based on education, you must submit transcripts to be eligible.
GS-09: Must have a master's or equivalent graduate degree in a related field or 2 full years of related progressively higher-level graduate education leading to such a degree.
GS-11: Must have a doctorate or equivalent graduate degree in a related field or 3 full years of related progressively higher-level graduate education leading to such a degree.
OR
A combination of experience and education as indicated above.
