MCC's Office of General Counsel is seeking a paralegal to provide technical and administrative support to OGC's International Operations and Administrative Law teams and its anti-fraud and corruption program. You will engage with attorneys on work spanning a range of activities, from international grant agreements to global programs and agency operations.
MCC uses a pay banded system to compensate employees. This position is pay band 4C/4B which is generally equal to GS-11/12.
Duties
Provides on-going technical and administrative support to OGC attorneys in order to support both the international operations group and the administrative law group.
Provides technical and other support on matters related to MCC assistance programs.
Performs requested legal and factual research using both electronic (e.g., Westlaw) and manual library searches, and provides results to the requesting attorney. Develops and enters various case materials into a database. Manages issues related to Westlaw.
Assists staff with legal research, interviews, gathers facts and retrieves information, drafts and analyzes legal documents, collects, complies and utilizes technical information to make recommendations.
Researches statutory, regulatory, court and/or administrative precedents and other legal opinions or documentary material and prepares summaries, or reports.
Coordinates initial review of draft federal register filings for signature; finalize formatting, clearances, and filing of quarterly reports and other notices.
Reviews correspondence, publications, laws, regulations, and directives that may affect the organization. Provides written or oral briefs in coordination with the applicable attorney(s).
Serves as the Contracting Officer Representative (COR) for outside legal services and other departmental contracts as assigned.
Performs related duties as assigned.

Qualifications
To qualify for pay band 4C applicants must meet one of the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5 (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as: conducting legal and other research using both electronic (e.g., Westlaw) and manual library searches; finalizing, editing, formatting, proofreading, and preparing documents for signature; and communicating, orally and in writing, in order to prepare and present reports, letters, draft briefs, opinions, findings, summaries and analyses. Note: This experience MUST be well documented within your resume or application.

Applicants may qualify based on having a Ph.D. or equivalent doctoral degree or 3 academic years of progressively higher level graduate education leading to such a degree. Such education must be related to the work of this position and must have equipped the applicant with the knowledge, skills and abilities to perform the work of the position.

Applicants may qualify based on equivalent combinations of successfully completed education and experience to meet the experience requirements. Such experience/education must demonstrate the knowledge, skills, and abilities to do the work of the position.

For this position, this experience is defined as: conducting legal, legislative and other research using both electronic (e.g., Westlaw) and manual library searches to assist in case preparation; analyzing case materials such as referrals, reports, and case evidence and preparing summaries; preparing. draft documents and other correspondence and providing results to the requesting attorney; finalizing, editing, formatting, proofreading and preparing legal documents for signature; and communicating, orally and in writing, in order to prepare and present reports, letters, draft briefs, opinions, findings, summaries and analyses. Note: This experience MUST be well documented within your resume or application.
