This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information Technology/Cyber Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as IT Project Manager (SYSANALYSIS) to support during the planning, development, testing and implementation of new systems in support of the Army Medical Department and the MHS located in Fort Sam Houston, Texas.

Duties

Plans actions to evaluate, coordinate, document, and obtain approval or disapproval, and implementation of project actions in support of the Acquisition Management Project Director to extend and relieve him/her of responsibilities. Conducts IT project feasibility and scope analysis using as input a customer supplied functional requirement or equivalent. Identifies and documents functional and logical characteristics of approved configuration items (hardware, software, and documentation designation for configuration management), as required. Documents specifications of project costs against project schedule.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a secret security clearance.
• 25% Travel away from duty station (TDY) is required.
• Incumbent requires Information Assurance Management Level 1 certification.
• This position is a Term position not to exceed 13 months and may be extended up to 5 years.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Specialized Experience: One year of specialized experience which includes providing project management support during the planning, development, testing and implementation of new systems. Supports project planning, control, reporting, risk management, scheduling, tracking, variance analysis and administrative support throughout the life cycle. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Computer Science, Engineering, Information Science, Information System Management, Mathematics, Operations Research, Statistics, or Technology Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
