You will serve as a ENGINEER OR SCIENTIST in the CHIEF ENGINEERING OFFICE of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.
Duties
You will support or manage the technical execution of VIRGINIA Class Block Upgrade design changes on behalf of the VIRGINIA Class Program Office.
You will collaberate with Deputy Ship Design Managers or System Integration Team Leaders and be responsible for executing the responsiblities and mission of the program office.
You will establish programmatic documentation to include ship specifications, system and subsystem requirements, performance interface control documentation, and design decision documentation for the Block Upgrades.
You will oversee the development, design, evaluation, and implementation of Block Upgrades that support the program office goals and mission as stated in the requirements documents.
You will assist the Ship Design Manager with managing of programmatic, technical, administrative and support activities required to develop and execute the
Block Upgrades.
You will work with and engage the in-service submarine community to help identify design opportunities to improve ship availability and mitigate impact of equipment obsolescence, unplanned maintenance, and system downtime.
You will work with other Ship Design Manangers or System Integration Team leaders on structural, shock, acoustics, electronics, hydraulics, ship safety, and combat systems groups to resolve complex technical issues.
You will assist in mapping submarine technology development efforts of sensors and signatures to integration efforts on VIRGINIA Class Future Block upgrades.
You will need knowledge of submarine ocean interface systems and payload integration requirements, submarine platform requirements definition, engineering design, design development and integration of multiple systems, test and evaluation programs.
You will need systems engineering knowledge of non-propulsion electronic systems, sonar, sensors and arrays, and acoustics.
You will be communicating with outside stakeholders at senior levels and will neeed to be able to communicate requirements clearly and consisely.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), Mathematics (1520 Series) ,or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. To Qualify for the ND-05 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) pay band in the federal service or equivalent experience in the private or public sector as a professional ENGINEER OR SCIENTIST: overseeing or conducting technical design changes to test or evaluate ship system requirements or specifications for the successful execution and integration of combat systems.
To Qualify for the ND-04 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9-11 equivalency) pay band in the federal service or equivalent experience in the private or public sector as a professional ENGINEER OR SCIENTIST: preparing documentation or assisting with technical design changes to meet ship system requirements or specifications for the successful execution and integration of combat systems.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

For the Computer Science 1550 Series:
Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
