About the Position: Under the direction of the Chief, Upper Wabash Project Office, assists Chief and field managers by providing authoritative technical guidance and advice concerning solutions to a variety of highly controversial or unique natural resource management, recreation, flood risk management, and operational problems. Directly supports multiple flood control management/lake operating projects.
Duties
Advise on the management of operating project natural resources through constant consultation and coordination with field managers.
Develop guidelines, policies, standards, and procedures for park planning elements.
Provide guidance and assistance to OPM in the planning and administering of program responsibilities including Management Plans, Operational Management Plans, Master Plans, Real Estate Plans, and Budget Administration.
Provide team leadership to other employees assisting in assigned program functions such as: Natural Resources Management, Inventory, Wildlife, Forest Management, Prairies, wetlands, and other natural areas.
Assist project managers in areas of unproven policy issues and untested regulatory guidelines.
Coordinate with Environmental and Cultural Resources on any significant changes or potential changes eligible or recorded sites.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may require TDY up to 25%.
- Incumbent must possess a valid State motor vehicle operator's license prior to appointment and maintain as position requires frequent travel to field project sites.

Basic Requirement for Natural Resources Management Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 level Specialized Experience: One year of specialized experience which includes experience providing visitor assistance; ensuring park compliance with recreation and environmental regulations; implementation of natural resources policy; collaborating with internal and external customers and community members on public outreach for programs; executing established natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
GS-12 level Specialized Experience: One year of specialized experience which includes experience performing park administration, planning, and management; establishing natural resources policy; measuring and predicting use and demand of public parks and recreation areas; budgetary experience such as formulation and review; creating long range administrative operating plans for a public park or recreation area; collaborating with internal and external customers and community members on public outreach for programs; planning, developing, and creating and implementing natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-12 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)
Education
If applying for the GS-12 level, you must meet OPM minimum positive education requirements for this series position and specialized experience, education substitution for specialized experience is not applicable.
