The primary purpose of this position is to perform expert-level communications and computer, and systems engineer, with tasks ranging from Information Technology (IT) strategic plan development, enterprise architecture, requirements definition, engineering design oversight, analyses of solution alternatives, project management, development and proposal of complete lifecycle technical solutions, and IT procurement management activities.

Duties
DUTY 1: Ensures solutions effectively integrate secure communications and data from over 100 worldwide locations into
heterogeneous networks.
DUTY 2: Provides advice to supervisor regarding significant issues and problems related to work accomplishment.
DUTY 3: Evaluates technical and operational environment resource impact of developed and proposed solutions, estimates total costs of viable options, including cost for equipment, engineering support, training, installation, quality control, and lifecycle maintenance, providing solid justification for technical decisions and cost estimates included in proposals.
DUTY 4: Performs studies of issues arising in varied subjects of advanced difficulty and complexity.
DUTY 5: Exercises supervisory personnel management responsibilities.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge and mastery of network, communication-computer, and systems engineering concepts are required to analyze complex systems.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed knowledge of IT architecture processes and their application to strategic and enterprise planning; skilled in applying knowledge to life-cycle planning and budgeting requirements.
2. Expert professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; and ability to modify standard practices and techniques to solve complex interrelated problems.
3. A high degree of skill in applying analytical and evaluative techniques to identify, investigate, and resolve
complex issues or problems.
4. Knowledge and understanding of agency, AF, DoD, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and /or projects and extensive skill and experienced judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and managing associated resources.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to manage a small staff and carry out all phases of personnel management responsibilities.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Information Assurance Certification may be a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position may be required to achieve the appropriate Information Assurance Technical (IAT) Level 3 certification within 6 months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification, if deemed required, may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
