The incumbent is a member of Prosthetic & Sensory Aids Service (PSAS) within the Prosthetic Service Line under the Pittsburgh VA Medical Center. Incumbent is assigned to the VA Medical Center and has an active inpatient implant care coordination and outpatient treatment program and inventory responsibility to include, but are not limited to: Prosthetic and Sensory Aids; Fabrication Lab for Orthotic and Prosthetics, Audiology & Speech Pathology, Visual Impairment Services Team etc.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-5/6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major Duties:
The major duties in this position are identified in two categories: 1) complex purchasing that requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans, and occupies the majority of the duty time in this position - (60%); and, 2) routine purchasing includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration - (40%).
Obtains all necessary procurement information to successfully submit Acquisition Plans and Procurement Packages for stock and Veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System.
Independently performs the process of vetting and vendorizing following VHA Prosthetics guidelines to complete to complete purchases for items that aren't available through established vendor networks.
Provides Veteran care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support.
Must frequently evaluate many different specifications or statements of work and work with the vendor on corrections to ensure the proper piece of medical equipment is purchased.
Coordinates with appropriate vendor for device retrieval and reconciliation of acquisition days to ensure daily fund rental fiscal accountability.
Has the authority to obligate the Government in procurement actions up to the single micro-purchase threshold for open market and under established contracts for all types of goods and services.
Has the responsivity for all procurement actions taken within the limits of this authority and is responsible for protecting the Government interest on all transactions in which engages.
Independently researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program for both complex and simplified purchases.
Documents the services required per the contractual agreement and monitors, tracks and trends contractor performance. They report any detected non-contractual findings to the Contracting Official Representative (COR).
Perform all duties as assigned.

Qualifications
For GS-5:
SPECIALIZED EXPERIENCE: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-04) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as Purchasing Agent. Qualifying specialized experience includes performing administrative duties in a healthcare setting; reviewing and working with patients' medical records; completing training or assisting in routine and complex specialized purchases for clinics including medical equipment, prosthetic and orthotic appliances; utilizing computer software programs; and communicating with internal and external customers via various methods. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Possess the successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university.) OR
COMBINATION OF EXPERIENCE AND EDUCATION (TRANSCRIPT REQUIRED): Possess the equivalent combinations of successfully completed post-high school education beyond two (2) years and specialized experience as described above that demonstrates the ability to perform the duties of this Purchasing Agent position. OR
For GS-6:
SPECIALIZED EXPERIENCE: Possess at least one (1) full year of specialized experience equivalent to the GS-5 level in the Federal Service that has equipped me with the particular knowledge, skills and abilities to successfully perform the duties of a Purchasing Agent. Qualifying specialized experience includes interpreting prescriptions and requests for medical equipment and services; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports. OR
For GS-7:
SPECIALIZED EXPERIENCE: Possess at least one (1) full year of specialized experience equivalent to the GS-6 level in the Federal Service that has equipped me with the particular knowledge, skills and abilities to successfully perform the duties of a Purchasing Agent. Qualifying specialized experience includes Specialized experience includes utilizing electronic contracting databases or systems, submitting plans and procurement packages to contracting offices; interpreting and analyzing prescriptions and requests for medical equipment and services; maintaining regular contact and resolving issues with vendors, contractors, medical center professionals and staff; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports.

Physical Requirements: Work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving and managing inventory. Prolonged periods of working at a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adequate. The work involves moderate discomfort when visiting sites away from the office. At times, the employee may be required to wear protective clothing when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. There may be frequent walks between the main medical center and other parts of Prosthetics to conduct professional duties.
