About the Position: Selection(s) may be made at the GS-09 or GS-11 level. If selection is made at the GS-09 level, the position will be considered Developmental with Full-Performance at GS-11. The incumbent will serve as Contract Specialist, with responsibility for representing the Mission and Installation Contracting Command in Ft. Moore
Duties
Perform analysis of proposals received to identify areas subject to negotiation.
Process a range of complex post-award functions to procure a variety of complex items and/or services.
Prepare complex contract awards in accordance with policies or guidance to make award recommendations.
Conducts negotiations with contractors at all levels of contracting from solicitation through post-award modifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- The incumbent of this position is required to obtain and maintain a Secret security clearance.
- Selectees must complete Foundation certification in the Acquisition Career Field of Contracting within 36 months from the date of Entrance on Duty (EOD).
- The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position may be subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (You MUST upload your transcripts).
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-09 Specialized Experience: One year of specialized experience which includes Experience with Pre-Award or Post-Award administrative contracting functions (2) Experience reviewing contracts for accuracy and conformance to policy and law and (3) Assisting with the preparation of responses to inquiries. This definition of specialized experience is typical of that performed at the next lower grade/position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Experience performing Pre- and/or Post-Award functions; AND (2) Experience assisting in developing procurement plans AND (3) Experience performing analysis of bids/proposals for compliance with specifications on negotiated procurements. This definition of specialized experience is typical of work performed at the next lower grade/position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for GS-9 and GS-09 for GS-11).
