This position is located in the Food and Drug Administration (FDA), Office of the Chief Scientist (OCS), National Center for Toxicological Research (NCTR), Office of Management (OM), within the Planning and Resource Management (PRM) Branch. NCTR's mission is to conduct peer-reviewed research and develop new scientific tools for the FDA to improve public health. The incumbent is an Acquisition Analyst and is responsible for the full spectrum of federal acquisition roles and responsibilities.

Duties

Serves as the Lead/Primary Acquisition Liaison to identify savings and provide oversight of the many procurement activities at the Center. Reviews procurement requests from scientific divisions to ensure the packages are complete prior to sending approval of requisition. Participates in the overall operational planning process and development of funding levels to ensure that all future year requirements are captured and reported within the Center Financial Operations Plan (FOP). Develops new policies, procedures, and guidance materials or adapts existing guidance in response to new regulatory requirements and to promote efficiencies in the NCTR acquisitions and grants operations. Coordinates activities for the preparation of a Statement of Work (SOW), Statement of Objectives (SOO), Performance-Based Statement of Work (PBWS), or program specification, including collaborating with subject matter experts.

Qualifications

The position of Acquisition Analyst falls under the 1101 occupational series. To qualify for this position at grade GS-13, you must meet all requirements by 11:59 pm EST on 03/05/2024. Basic Requirements Selective Placement Factor: Must possess a FAC-COR Level III (or equivalent) or a FAC-P/PM certification. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-13: You must have one year of specialized experience, equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: providing requisitions review activities to ensure timely approval; analyzing and evaluating effectiveness of procurements procedures and processes; providing analytical and acquisition advice affecting a wide range of an organization's programs and activities; recommending solutions to issues, problems, and challenges involving procurement activities.
