You will serve as a TECHNICAL INFORMATION SPECIALIST (ELECTRONIC RESOURCES MANAGEMENT) in the COMMAND SERVICES DEPARTMENT (NI), TECHNICAL LIBRARY DIVISION (N14) of NAVOCEANO BAY ST LOUIS.

Duties

You will manage the life cycle of the library's electronic resources. You will maintain SharePoint sites that facilitate communication and knowledge sharing. You will develop and follow policies, procedures and workflows related to the management of digital resources. You will provide assistance and instruction to library patrons and staff, troubleshooting technical problems and generating metrics on web-based electronic resources. You will recommend, help procure, and maintain access to digital resources and tools such as the integrated library system, ejournals, and research databases.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience administering, managing and providing access to electronic resources. Experience using SharePoint administration, database design and integrated library systems. Experience developing and following policies, procedures and workflows related to the management of digital resources. Experience planning, overseeing and participating in digitization projects. OR Three full years of progressively higher level graduate education or received a doctoral degree (e.g., Ph.D., M.D., or equivalent degree) directly related to the position. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

or

Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

Three full years of progressively higher level graduate education

or

Received a doctoral degree (e.g., Ph.D., M.D., or equivalent degree) directly related to the position.
