You will serve as a PROGRAM MANAGER in the STRATEGIC GROUP, FLEET READINESS CENTER SOUTHEAST of FLTREADCEN DET MID ATLANTIC PAX RIVER.

Duties

You will negotiate differing courses of action between project or program stakeholders to resolve incompatibilities. You will coordinate between product based and platform based programs to facilitate cost effectiveness (e.g., optimal use of resources, sharing of best practices, synchronization of effort). You will deliver oral presentations to secure cooperation, resolve controversial matters, or convey information about proposed program changes. You will collaborate with personnel (e.g., senior leaders, stakeholders) to complete the acquisition scope or objectives of a program. You will develop plans and schedules to guide supervisors in meeting program goals, objectives, and priorities. You will address program problems and issues by applying the techniques of process identification and continuous process improvement.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing a broad array of logistics support for depot capability and deployed support, and assistance to maintenance plans authored by EMALS / AAG Fleet Support Team. 2) Coordinating with internal and external stakeholders, leveraging relationships with the Fleet Readiness Centers (FRCs), commercial entities, Naval Air Warfare Centers (NAWCs), and the Defense Logistics Agency to effectively identify resources required to execute the production programs and accomplish the organization's objectives. 3) Implementing creative strategies that facilitate and optimize PMA-251's mission. 4) Developing annual Depot requirements in coordination with the Sustainment Integrated Product Team Lead (IPTL) and executing annual budget to meet benchmarks for obligations and expenditures. 5) Expertly interpreting policy direction for specific operating requirements, adjudicating complex conflicting information, and resolving difficult issues in the assigned area of responsibility., Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
