The primary purpose of this position is to serve as the Secretary for the Air Force Security Assistance Training Squadron (AFSAT), a MAJCOM Field Operating Agency (FOA), the Commander and Executive Director, as well as for subordinate staff ensuring day-to-day operations pursuant to global Foreign Military Sales (FMS) and International Affairs duties.

Duties

Performs a full range of duties required to support the Commander and Executive Director. Administrative work will include working International Affairs issues by engaging at the DoD, foreign nation, Sister Service, MAJCOM headquarters levels, including Program Manager for other unit Administration assistants. Maintains and updates the Commander Brain Book and ensure distribution to the Directors. Operates as the unit's Lead Timekeeper assisting with inputs and reviews of civilian personnel timesheets in Automated Time Attendance and Production System (ATAAPS). Directs timely and accurate processing of all Enlisted, Civilian, and Officer Awards and Decorations for the AFSAT Commander. Manages Virtual Personnel Center Dashboard (vPC) program for the Commander and ensures evaluation reports are correct and submitted promptly. Coordinates and organizes high-level U.S. and foreign military and distinguished (DV) civilian dignitaries' visits. Assists with the planning and executing high-level military and diplomatic conferences, public relations meetings, briefings, and trips, including special events, ceremonies, consultations, and official functions. Maintain complete comprehensive and accurate records. Maintains and ensures the prompt and timely update of unit's policy letters and transitory and Electronic Records Management (ERM) folders and files and ensures all the records are maintained inspection and FOIA/PII ready.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes applying factors expressed in terms of two elements: Office rules, procedures, operations, and priorities the secretary must apply to maintain a proper and smooth flow of work within the organization and between organizations; and knowledge of basic foundations of administrative concepts, principles, and practices sufficient to perform independently such duties as eliminating conflict and duplication in extensive office procedures; determining when new procedures are needed systematically studying and evaluating new office machines and recommending acceptance or rejection of their use; studying the clerical activities of the office and subordinate offices and recommending a specific restructuring of the way activities are carried out. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organization, programs, missions, and functions of AFSAT. Knowledge in records management, civilian timecard management, Defense Travel System (DTS), and task management and applying analytical methods to correct issues concerning the efficiency and effectiveness of unit's administrative program operations. Knowledge of standard office equipment, such as computers, copiers, fax machines, and office automation systems to perform a substantial range of office automation support. A fully qualified typist is required. Skill and ability to plan, organize, and communicate effectively both orally and in writing to oversee other unit administrate personnel staffing production and to deliver briefings to high level officials both civilian and military. Skilled working complex management issues and projects with senior U.S. leaders, foreign governments, foreign military, U.S. industry, and unit personnel with an understanding of cultural, socio-political, and economic dynamics. Ability to gather and analyze facts, information, and data, and draw conclusions to plan, organize, and communicate effectively both orally and in writing. Ability to effectively and properly format and staff reports, deliver briefings, papers, documents, and slides presentations, and correctly manage and store files and records per AF guidance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
